Beijing, October 19 /Xinhua/ — The four principles of constructive participation by all parties in resolving issues in Africa’s “hot spots,” proposed by Chinese President Xi Jinping, provide practical guidance for addressing problems, including the ongoing situation in the Horn of Africa. This was stated on Monday by Mao Ning, the spokesperson for the Chinese Ministry of Foreign Affairs, at a regular press briefing.

Xi Jinping voiced the corresponding principles during a meeting with the Prime Minister of Togo, Faure Gnassingbé, which took place last week in Beijing.

In response to the question of whether the proposition of these principles is related to the current situation in northern Ethiopia, Mao Ning pointed out that they provide practical guidance for resolving issues, including the situation in the Horn of Africa. The Chinese diplomat then recalled the content of the four principles.

First of all, it is necessary to adhere to the principle of Africa’s leading role. The African peoples are the true owners of their continent, and they must play a central role in regional affairs.

Secondly, honesty and fairness must be upheld. All involved parties must adhere to the purposes and principles of the UN Charter and respect the sovereignty and territorial integrity of the respective countries.

Thirdly, it is necessary to promote the cessation of hostilities and the establishment of peace. Wars and unilateral sanctions cannot truly resolve interstate conflicts. It is essential to adhere to mutual respect, conduct broad consultations, seek common ground while preserving differences, show mutual understanding, and be willing to make mutual concessions.

Fourthly, both the symptoms and root causes of problems should be addressed. Efforts must focus on immediate safety while simultaneously planning for long-term development. –0–
