The mechanism of comprehensive territorial development remains one of the key tools for renewing the urban environment and increasing housing construction. In the Volga Federal District, 272 comprehensive development projects are in the active implementation phase, with a total of 343 under development. This was reported by Deputy Prime Minister Marat Khusnullin.
“Currently, we see that the mechanism of KRT in many regions is defined as one of the most important tools for increasing housing construction volumes and developing unused territories. In the regions, they are moving away from spot development and creating a full-fledged urban environment, where schools, roads, and utility networks immediately appear alongside new housing. This is a mechanism that allows for systematic renewal of abandoned, inefficiently used territories, rather than just building separate houses without the necessary infrastructure. For example, in the Volga Federal District, 343 territories covering an area of 6.4 thousand hectares are under review. Their urban development potential is 45.31 million square meters, including 34.35 million square meters of housing. Practical implementation has begun on 272 sites: this is 4.8 thousand hectares with a potential of 30 million square meters, of which 22.8 million square meters are housing. Within the boundaries of the KRT, it is also necessary to relocate 310.62 thousand square meters of emergency housing,” said Marat Khusnullin.
The Deputy Prime Minister added that to date, the leaders in implemented CRT projects are the Kirov region (63), the Perm Territory (54), and the Republic of Bashkortostan (50).
By order of the President, last year KRT projects received federal funding for the first time. The territorial development subsidy program included 37 subjects, including five from the Volga Federal District – Kirov Region, Mari El Republic, Mordovia Republic, Penza Region, Chuvash Republic.
Thus, thanks to federal funding, a road on Anzheliya Mikheeva Street was built in Kirov, a new street and passage are being constructed in the Lenin district of the city. Construction of a preschool educational institution for 260 places is underway. In Yoshkar-Ola of the Mari El Republic, a secondary general education school is being built; in Saransk, off-site water supply, sewage, and heat supply networks are being laid for a residential facility on Lesnaya Street.
In Penza, a school for 550 students has been commissioned ahead of schedule thanks to subsidies, and a new water pipeline is also being laid in the city from the Ternovka neighborhood to Izmailova Street. In Cheboksary, a road is being built in the “Olimp” neighborhood, a school for 825 students, and treatment facilities in the “Akvarel” neighborhood.
“Necessary infrastructure is being created for the timely and quality commissioning of residential areas within the framework of CRT projects. Federal subsidies are primarily directed to those facilities that directly contribute to the development of housing construction. As of today, the commissioning of areas under CRT in the Volga Federal District exceeds 1 million square meters, of which housing accounts for 913.6 thousand square meters. The pace does not slow down, new territories are being developed,” said the First Deputy Minister of Construction and Housing and Utilities, Alexander Lomakin.
Comprehensive territorial development also serves as an effective tool in addressing the socially significant task of eliminating housing unsuitable for living.
“The Territorial Development Fund, as an operator of the program for resettling people from emergency housing, partially reimburses the expenses of regions and developers for these purposes in CRT projects. As of early October, the resettlement of uninhabitable housing stock under residential construction projects within the CRT framework is underway in 37 regions. In total, 471.55 thousand square meters have been resettled under CRT projects, where 27.2 thousand people lived, and this work continues,” emphasized Vasily Kupyzin, General Director of the Territorial Development Fund.
In addition, work is underway on 26 territories, the comprehensive development of which is being carried out by PJSC DOM.RF.
Currently, in 81 constituent entities of the Russian Federation, the CRT mechanism is actively being implemented in 1,580 territories covering an area of 30.92 thousand hectares with an urban development potential of 231.8 million square meters, of which 173.2 million square meters are residential space.
