Deputy Prime Minister Dmitry Patrushev held a meeting on the situation in the grain market. It was attended by Minister of Agriculture Oksana Lut, representatives of federal executive authorities including the Ministry of Transport, Ministry of Finance, Ministry of Economic Development, and the Ministry of Foreign Affairs of Russia, as well as the leadership of JSC “Russian Railways”, industry unions, companies, and representatives of constituent entities.
Dmitry Patrushev reported that at present more than 131 million tons of grain and over 27 million tons of oilseeds have been harvested in Russia. Winter crops have been sown on three quarters of the planned areas. At the same time, amid the reorganization of export logistics, a set of special measures has been developed. These are aimed at the smooth conduct of winter sowing and maintaining the financial stability of farmers.
The Deputy Prime Minister recalled that previously about 10 billion rubles were allocated to subsidize the transportation of products by rail. Decisions have also been made in the field of customs and tariff regulation. Currently, an additional set of mechanisms has been developed.
“The government has developed a number of new support tools. First, another tranche is being prepared for subsidizing the transportation of products by rail. Second, the extension of short-term preferential loans is planned, as well as payments under preferential leasing agreements. Third, additional subsidies will be allocated for new short-term loans to purchase grain from producers. At the same time, the Ministry of Agriculture plans to significantly increase the limit per borrower. Grain purchases for the state intervention fund will begin this month. Up to 3 million tons will be acquired, which will allow producers to sell their products at decent prices. Finally, direct subsidies will be provided to farmers in the form of so-called per-hectare support,” said Dmitry Patrushev.
The Deputy Prime Minister emphasized that these measures should contribute to stabilizing prices in the domestic market, including through the activation of exports.
Following the meeting, Dmitry Patrushev instructed to ensure the regularity of shipments and to make maximum use of all logistical capabilities.
