Deputy Prime Minister Dmitry Patrushev held a meeting within the framework of incident No. 58 “Organization of the system for handling solid municipal waste.” The meeting was attended by heads of relevant departments, industry companies, regional leaders, and representatives of the Federal Assembly.

The Deputy Prime Minister reported that the construction of industry-specific infrastructure is continuing in the regions.

“Since the beginning of the year, eight new facilities have started operating. Moreover, these are not only sorting centers but also waste recycling plants. For example, just this week, a plant for recycling plastic containers was commissioned in the Chelyabinsk region. Another seven facilities must be completed by the end of the current year. To improve oversight of meeting deadlines, we recommended that regional leaders personally visit the sites and ensure that everything is proceeding according to schedule,” said Dmitry Patrushev.

Next year, 16 infrastructure facilities are scheduled for commissioning. The Ministry of Natural Resources and the Russian Environmental Operator, under the instruction of the Deputy Prime Minister, conducted a detailed audit of all “roadmaps” for infrastructure construction to assess the current situation and risks, as well as the quality of planning and organization of processes on the ground.

As for the arrangement of container sites, more than 61 thousand containers have been purchased in the regions since the beginning of the year, and 10 thousand sites have been equipped for them. Since the launch of the preferential leasing program, over 2 thousand units of special equipment and machinery have been acquired.

In addition, tools for independent monitoring of the condition of container sites are being successfully implemented. In particular, volunteers in 70 regions of the Russian Federation have been involved in this work, and a special mobile application called “Ecopulse” has been created.

Minister of Natural Resources and Ecology Alexander Kozlov joined the event via video link from the Kursk region. By order of the President, comprehensive support is being provided for the restoration of border regions. In the Kursk region, thanks to the allocation of federal funds, special equipment, machinery, containers, and bunkers have been purchased.

At the meeting, the topic of developing a new garbage truck model was discussed separately, which must meet the requirements for allowable axle load. This task is currently being addressed by the KamAZ plant – the first chassis have already been assembled and handed over to the equipment manufacturing plants. By the end of the year, a pilot batch of 30 vehicles will be delivered for testing to regional operators. The vehicles will be tested in various climatic zones of the country.

Dmitry Patrushev noted that significant changes have been occurring in the industry in recent months, and these must be promptly communicated to specialists on the ground. In this regard, the Ministry of Natural Resources and the REO have been tasked with regularly conducting training events with the regions, and organizing a nationwide seminar by the end of the year. Additionally, to provide extra motivation, a rating of regions across all key waste management areas will be introduced within the incident system.

Incident No. 58 “Organization of the system for handling solid municipal waste” was created by order of the Chairman of the Government to ensure the implementation of the reform in the field of waste management.

When working in the incident format, a special project management system is used, which is deployed at the Government Coordination Center. It allows for the prompt coordination of participant actions and real-time monitoring of project implementation.
