Marat Khusnullin held a working meeting with the governor of Khabarovsk Krai, Dmitry Demeshin.

Deputy Prime Minister Marat Khusnullin held a working meeting with the Governor of Khabarovsk Krai Dmitry Demeshin, during which they discussed issues of the region’s socio-economic development and the implementation of infrastructure projects.

“Under the national project ‘Infrastructure for Life,’ the goal is to improve the living environment quality in key settlements by 30% by 2030. In Khabarovsk, 22 such settlements have been identified, where more than 80% of the region’s population resides. This work covers all areas that ensure comfortable living for citizens. First of all, we pay attention to housing construction, around which further infrastructure development plans are built. Khabarovsk Krai maintains a high pace in this direction: housing commissioning for the first nine months of this year reached 526.7 thousand square meters, which is 28% more than the previous year. The mechanism of integrated territorial development helps involve land plots for building modern quarters with all necessary infrastructure. In Khabarovsk Krai, 38 sites with a total area of 445.7 hectares have been determined for this purpose to date, and 30 projects have been initiated. It is important to continue this work, maintaining a systematic approach to the development of settlements and ensuring synchronization of housing and infrastructure construction,” said Marat Khusnullin.

The Deputy Prime Minister added that for the Khabarovsk Krai as a region of the Far East, it is especially important to enhance the connectivity of territories. Currently, the proportion of regional and local roads in normative condition is 59.5% and 71.6%, respectively. Within the framework of the six-year road activity plan, the renewal of sections of the A-370 “Ussuri” and A-375 Khabarovsk – Krasny Yar – Ariadnoye – Chuguevka – Nakhodka highways is planned.

For regional development, Khabarovsk Krai actively uses the tool of infrastructure loans. For example, with its help, the rapidly developing Orechovaya Sopka microdistrict in Khabarovsk was provided with social, transport, and utility infrastructure, and the children’s technopark “Evristika” was built in Komsomolsk-on-Amur. Under the treasury infrastructure loan program, the construction of a water supply and sewage system in Khabarovsk, as well as the construction of the embankment, have been approved.

“Khabarovsk Krai has actively engaged in the implementation of the national project ‘Infrastructure for Life.’ The region has exceeded the established housing commissioning plan for the second consecutive year: in 2025, with a plan of 520 thousand square meters, 558 thousand were commissioned. In 2026, the pace increased by almost a third – this is the result of systematic work and support from the federal center. Special attention is paid to transport accessibility and the condition of roads. Thanks to the work, large-scale repairs are ongoing, and we are assisting municipalities within the regional program. The Krai is vast: some corners can only be reached by air. For example, a new terminal building was constructed in Bogorodskoye, and work continues in Ayan,” emphasized Governor Dmitry Demeshin of Khabarovsk Krai.

Separately, the head of the region thanked Marat Khusnullin for his support in writing off the budget loan debt. From 2025, the debt of 18.6 billion rubles was written off for the Khabarovsk Territory. As Dmitry Demeshin noted, this will provide additional opportunities for the region’s development. The funds will go to projects in the Khabarovsk urban agglomeration that will improve the quality of life for more than 120,000 residents.

During the meeting, issues of resettlement from emergency housing and the sale of property of bankrupt developers after restoring the rights of affected equity holders were also discussed.
