Decisions made at the Government meeting on October 15, 2026:
1. On the allocation by the Ministry of Industry and Trade of Russia in 2026 from the Reserve Fund of the Government of the Russian Federation of budgetary appropriations to provide one-time financial assistance in the form of a subsidy from the federal budget to the budget of the Nizhny Novgorod region in order to co-finance expenditure obligations arising from the provision of subsidies to legal entities for the financial support of part of the costs for the acquisition of equipment and machinery in the organization of public transport services using environmentally friendly (ground electric) public transport
Government Decision:
To approve the draft decree of the Government of the Russian Federation on this issue.
2. On the allocation to the Ministry of Industry and Trade of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budget appropriations for the provision of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the purpose of co-financing expenditure obligations arising in the implementation of regional projects involving export support centers, as well as within the framework of regional export development programs of the constituent entities of the Russian Federation
Government Decision:
To adopt the draft order of the Government of the Russian Federation on this issue.
3. On Amendments to the Decree of the Government of the Russian Federation dated June 12, 2008water No. 450 (regarding amendments to the Regulation on the Ministry of Agriculture of the Russian Federation)
The draft resolution is aimed at granting the Ministry of Agriculture of Russia the authority to implement the provisions of federal laws dated July 4, 2026 No. 226-FZ “On Amendments to the Federal Law ‘On State Regulation of the Fertility of Agricultural Lands'”, August 4, 2026 No. 320-FZ “On Amendments to the Federal Law ‘On the Development of Agriculture’ and Certain Legislative Acts of the Russian Federation”, and August 4, 2026 No. 330-FZ “On Amendments to Certain Legislative Acts of the Russian Federation.”
Government Decision:
To adopt the draft resolution of the Government of the Russian Federation on this issue.
4. On the allocation to the Ministry of Agriculture of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budgetary appropriations for providing subsidies from the federal budget for servicing current stocks of the federal intervention fund of agricultural products
Government Decision:
To approve the draft order of the Government of the Russian Federation on this matter.
5. On the draft federal law “On the ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on the conditions of activity of the Belarusian-Russian University”
The bill is aimed at ratifying the agreement signed in the city of Moscow and the city of Minsk on January 30, 2026.
Government Decision:
Approve the draft federal law “On the Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on the Conditions of Activity of the Belarusian-Russian University” and submit it to the State Duma in the prescribed manner.
6. On the draft federal law “On Amendments to Article 16 of the Federal Law ‘On Individual (Personalized) Accounting in the Systems of Mandatory Pension Insurance and Mandatory Social Insurance'”
The adoption of the bill is aimed at creating a technical capability for the operational receipt on the Unified Center for Professional Development “Work in Russia” of information necessary to ensure monitoring of the labor market structure, labor force movement, as well as the formation of a forecast of the Russian Federation’s economy’s demand for personnel.

Approve the draft federal law “On Amendments to Article 16 of the Federal Law ‘On Individual (Personalized) Accounting in the Mandatory Pension Insurance and Mandatory Social Insurance Systems'” and submit it to the State Duma in the prescribed manner.
7. On the draft federal law “On Amendments to the Federal Law “On Circulation of Medicinal Products”
The draft federal law is aimed at developing personalized medicine in the Russian Federation, as well as regulating the circulation of biological medicinal products.
Government Decision:
Approve the draft federal law “On Amendments to the Federal Law ‘On Circulation of Medicinal Products'” and submit it to the State Duma in the prescribed manner.
8. On the allocation by the Ministry of Transport of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budget appropriations to provide one-time financial assistance in the form of a subsidy from the federal budget to the budget of the Kaliningrad region for the purpose of co-financing expenditure obligations related to the financial support for the implementation of measures for the replacement of public transport rolling stock that is not in regulatory condition
Government decision:
To adopt the draft order of the Government of the Russian Federation on this issue.
9. On the draft federal law “On amendments to the Federal law “On gardening and horticulture by citizens for their own needs and on amendments to certain legislative acts of the Russian Federation” and certain legislative acts of the Russian Federation”
The bill proposes to clarify the procedure for the emergence of the right of joint shared ownership of common property in a horticultural or gardening non-profit partnership, taking into account the provisions of the Civil Code of the Russian Federation, as well as to clarify the requirements for including land plots within the boundaries of the territory for horticulture or gardening for personal use.
Government Decision:
Approve the draft federal law “On Amendments to the Federal Law ‘On Citizens’ Gardening and Horticulture for Their Own Needs and on Amendments to Certain Legislative Acts of the Russian Federation’ and Certain Legislative Acts of the Russian Federation” and submit it to the State Duma in the prescribed manner.
