Deputy Prime Minister Marat Khusnullin took part in the plenary session of the “Public Transport 2026” forum, which was held at the National Center “Russia”. The event discussed the results of the development of urban passenger transport, as well as promising initiatives in this field.

“Given the increase in population mobility, today the transport sector requires rapid development. This includes public transport, the development of the street and road network, the implementation of intelligent transport systems, and the reconsideration of approaches to organizing parking spaces. Using mechanisms and measures of federal support, more than 23,000 vehicles have been updated since 2020; transport concessions are being implemented, and regulatory frameworks are being refined. Achieving stable renewal of rolling stock became possible thanks to the support of the President of Russia, Vladimir Vladimirovich Putin. Currently, we are at a stage of public transport development that requires systemic changes concerning organizational and financial aspects. Special attention should also be paid to suburban and intra-city railway infrastructure. Additionally, regarding the scaling of IT services, public transport is particularly promising and should be among the most advanced sectors in this area.””I am confident that thanks to the constant attention to transport infrastructure issues from Mikhail Vladimirovich Mishustin and the well-organized work of the Government team, we will cope with all the challenges,” noted Marat Khusnullin.

The Deputy Prime Minister also added that the regions are systematically supported both in updating rolling stock through the implementation of direct subsidy programs, vehicle leasing, and infrastructure credit mechanisms, as well as in the modernization of city tram systems. Additionally, since 2022, a comprehensive urban electric transport development program using the concession mechanism has been implemented in 8 regions. For the further development of the industry, work is also being carried out within the framework of the State Council of the Russian Federation’s commission on the direction “Effective Transport System”.

Russian Transport Minister Andrey Nikitin noted that the key criterion for the effectiveness of the transport sector is citizen satisfaction. He emphasized that the decisions made by the President of Russia in 2023 to allocate funding for updating the fleet of equipment were an important step. At the same time, organizational issues are coming to the forefront today. “As a former governor, I understand: if a new bus does not arrive on time, if the stop is dirty and without a roof – that will satisfy no one. The key now is organizing work locally. We need to encourage people to use public transport more often. If it is convenient, citizens will begin switching from personal cars to buses, trolleybuses, and urban electric trains. Our main challenge now is precisely organizational and managerial,” he stated.

By decree of the President of the Russian Federation, by 2030 at least 85% of the public transport fleet must comply with the established service life standards.
