In the regions of the North Caucasus Federal District, work continues on socio-economic development using the mechanisms of infrastructure budgetary credits (IBC), special treasury credits (STC), and treasury infrastructure credits (TIC). Since 2021, nearly 130 billion rubles of extrabudgetary funds have been attracted in the district thanks to these instruments, said Deputy Prime Minister Marat Khusnullin.

“For each of the constituent entities of the Russian Federation, infrastructure directly determines the growth rate. In particular, the regions of the North Caucasus actively use various support mechanisms, including infrastructural loans, and this is already yielding concrete results. Since 2021, 49 facilities and events have been completed in the North Caucasus Federal District, including social, transport, and communal infrastructure. The implemented projects facilitated the commissioning of 1.26 million square meters of housing, attracted nearly 130 billion rubles of extrabudgetary funds, and created 14.5 thousand jobs,” said Marat Khusnullin.

The Deputy Prime Minister added that the leaders in the number of completed facilities and events were the Chechen Republic (24) and the Republic of North Ossetia–Alania (22).

For example, in the southwestern part of Vladikavkaz, intra-quarter roads, utility infrastructure facilities with engineering networks, and power supply networks were built. Water supply, sewerage, gas pipeline, and 6 kV electric networks were also laid there to support residential development. In the Stavropol Territory, 45 trolleybuses with autonomous operation were purchased.

The curator of the infrastructure loan program is the Russian Ministry of Construction, and the operator is the Territorial Development Fund.

“Infrastructure loans are a tool that allows regions to implement large projects without excessive strain on their own budgets. In the North Caucasus Federal District, 30 more facilities and activities are still underway – all of which create the foundation for a comfortable life and further development of the territories,” noted Vasily Kupyzin, General Director of the Territorial Development Fund.

Thus, by the President’s order, a project is being implemented to construct the main water pipeline Chirkey – Makhachkala – Kaspiysk and the pressure line from GKSNS-6 Makhachkala to the sewage treatment facilities of Kaspiysk. In Dagestan, the design and construction of engineering infrastructure for a hotel complex with 120 rooms are ongoing. In Karachay-Cherkessia, engineering infrastructure is being built for the Arkhyz airport complex and a residential area in the northern part of Cherkessk. In Ingushetia, water supply to the agro-industrial complex continues. In North Ossetia, engineering infrastructure will be installed for a residential complex.
