An entrepreneur bought from the city a premises in the historic Velyaminov estate — M.M. Turgenev’s. Previously, this property was leased by the businessman. The deal was made thanks to the city’s right of first refusal on municipal real estate, she said Ekaterina Solovyeva, Moscow Government Minister, Head of the Moscow City Property Department

“Owning commercial real estate provides greater freedom in long-term business planning and development, which is why many small and medium-sized entrepreneurs who start working in rented premises eventually try to purchase them. For those who rent space from the city, there is a preemptive purchase right. It allows acquiring property without participating in market-price auctions, and entrepreneurs can make payments in installments over seven years. Thus, this summer a small business representative bought from the city a premises of nearly 75 square meters in a historic building located in the Basmanny district at Lubyansky proezd, building 21, structure 5. The proximity to the Moscow Kremlin and the Kitay-gorod station of the Kaluzhsko-Rizhskaya and Tagansko-Krasnopresnenskaya metro lines makes this location especially attractive for doing business,” noted Ekaterina Solovyova.

The city estate of the Velyaminov family — M.M. Turgenev, built in the 18th–19th centuries, is recognized as a cultural heritage site of regional significance. The main house, erected in 1785, preserves the white-stone chambers from the 17th century in its foundation.

After the fire in 1812, the estate was restored, and in the second half of the 19th century, it was turned into a revenue property. The first floor was used for commercial premises, and the second and third floors for living quarters. After 1917, the building came under the ownership of a housing cooperative. It now houses administrative and office premises.

The new owner, like other owners and users of the building, must take care to preserve the historical appearance of the estate.

The preemptive purchase right may be exercised by representatives of small and medium-sized enterprises (SMEs) included in the corresponding register. To do this, it is necessary to lease city property under general conditions for at least one year. If the premises were obtained as a result of specialized auctions, they can be purchased after two years of leasing. At the same time, the property must have been included in the list of state property intended for use by SME entities for at least five years.
