The UN General Assembly adopted a political declaration on the issue of pandemic prevention, preparedness, and response. The document was supported by 153 countries, three voted against, and two abstained.
The declaration was initially planned to be adopted by consensus at the high-level meeting held on September 25 in New York. However, due to objections from the United States, the document could not be agreed upon and was put to a vote.
The declaration emphasizes that, despite the lessons of the COVID-19 pandemic, the world is still insufficiently prepared for new global health threats. States commit to strengthening early warning systems, expanding access to vaccines, medicines, and diagnostics, developing international cooperation, and ensuring sustainable health financing.
Special attention is paid to inequality between countries. The document notes that the funding gap for pandemic preparedness measures is estimated at 15 billion dollars annually.
Speaking in a message to the participants of the September meeting, UN Secretary-General António Guterres reminded that the coronavirus pandemic taught humanity a hard lesson: in today’s interconnected world, no country can protect itself alone. He called for building an international system to counter pandemics based on the principles of fairness, solidarity, and shared responsibility.
