Since July 2025, Moscow entrepreneurs, with the support of the Moscow Guarantee Fund, have restructured credit obligations totaling 3.9 billion rubles. Consultation on restructuring issues is provided by credit facilitation center of the fund. Its specialists assess the economic situation of companies, explain options for reducing debt burden, and support negotiations with banks.
Restructuring allows a business to adapt loan terms to current financial capabilities. Such a measure may be necessary when market conditions change, expenses increase, or other circumstances affect the company’s ability to repay debt on time. By agreement with the lender, entrepreneurs can adjust the payment schedule and amount, as well as specific contract provisions.
Work on each case begins with an assessment of the organization’s financial situation and its current obligations. Based on the data obtained, the foundation’s staff offer possible restructuring options, assist in preparing the rationale for negotiations with the bank, and support the entrepreneur at all stages of the approval process. However, the final decision regarding changes to the loan terms remains with the financial institution.
Support allows companies to reduce current debt servicing costs, maintain business sustainability, and continue fulfilling obligations to creditors. The effectiveness of this mechanism is confirmed by examples of metropolitan enterprises that have used the center’s services.
Thus, a company specializing in the wholesale sale of commercial vehicles faced an increase in the cost of vehicles, logistics, and related services. After contacting the Moscow Guarantee Fund, the entrepreneur was helped to negotiate new loan terms with the bank. Agreements were reached twice — in December 2025 and February 2026. Thanks to this, the enterprise was able to reduce its financial burden, continue repaying the debt, and subsequently fully settle with the creditor.
Another example was an organization providing leisure services for children. Due to the rising costs of attractions, increased expenses for their maintenance, and higher rent, the company needed to revise the loan terms. At the beginning of 2026, its representatives sought assistance from the fund. Specialists examined the company’s expense structure and helped negotiate a new payment schedule with the bank. This allowed the company to maintain its previous operating format and continue its activities.
The Moscow Guarantee Fund is subordinate to the capital city Department of Entrepreneurship and Innovation Development.
