Deputy Prime Minister Alexander Novak visited the Nenets Autonomous Okrug on a working trip.

The Deputy Prime Minister, together with the Presidential Plenipotentiary Envoy to the Northwestern Federal District Igor Rudenev, the governor of the Nenets Autonomous Okrug Irina Gekht, the founder of Lukoil company Vagit Alekperov, and the board member and head of the department of PJSC Gazprom Sergey Menshikov, launched the pilot industrial operation of the Layavozh oil, gas, and condensate field.

“The development of the resource base is one of the unquestionable priorities of state policy. The President and the Government of Russia consistently create conditions for bringing new hydrocarbon reserves into circulation, including in hard-to-reach regions. We are improving legislation, implementing tax mechanisms, and developing infrastructure so that such complex projects become economically efficient. The project for the development of the Layavozhskoye field is a successful example of strategic partnership that has combined the resources, competencies, and production capacities of two industry leaders — Gazprom and Lukoil. The development of this field is of strategic importance for our country. The development of the resource base in the Arctic zone and the Timan-Pechora province is a contribution to the state’s energy security and to strengthening the domestic economy,” emphasized Alexander Novak.

The main goal of the project is to supply consumers with in-demand energy resources. Pilot-industrial operation of the field began with oil production. At present, the necessary infrastructure for the extraction, processing, and shipment of liquid hydrocarbons has already been established, including the construction of roads, an energy center, and a temporary residential complex for workers. The project employs the best available technologies in the Russian oil and gas sector, as well as substantial experience from Gazprom and Lukoil accumulated during the development of fields in the challenging geological and climatic conditions of the Far North and the Arctic region.

Alexander Novak also held a meeting of the organizing committee for the preparation and celebration of the 100th anniversary of the formation of the NAO.

“In 2029, the Nenets Autonomous Okrug will celebrate its centennial anniversary. The President of Russia, Vladimir Putin, has supported the celebration of this event at the state level, which emphasizes its nationwide significance. On the territory of the okrug, modern oil and gas industry and traditional occupations, to which many generations of people have dedicated their lives, coexist harmoniously. Along with the native language, this knowledge is passed on to children. This is precisely how the distinctiveness of the okrug is preserved – in the family, in the profession, and in the attitude toward one’s land. Therefore, preparing for the centenary requires a deep understanding of how this territory lives, what helps a person to stay here, raise children, continue the work of their parents, or choose a new profession,” noted the Deputy Prime Minister.

During the working meeting, Alexander Novak and the governor of the NAO, Irina Geht, discussed fuel supply for the region’s settlements taking into account the autumn-winter period, increasing the resilience of logistics chains under the conditions of difficult transport accessibility and the climatic features of the Arctic zone.

We reviewed the prospects for the development of transport, energy, and production infrastructure necessary for the further development of oil and gas fields in the Nenets Autonomous Okrug.

“The implementation of infrastructure projects is of strategic importance both for the development of the region’s resource base, the creation of new jobs, the growth of tax revenues, and the improvement of the population’s quality of life, as well as for the energy security of the entire country,” emphasized the Deputy Prime Minister.
