Since the beginning of the year, more than 690 non-capital facilities have been approved for placement on urban land plots in the capital. These include small architectural forms, landscaping elements, charging stations for electric vehicles, sports facilities, and other objects. This was reported by the Deputy Mayor of Moscow for Urban Policy and Construction. Vladimir Efimov.
“Moscow operates a simplified procedure for placing non-capital objects on plots leased from the capital. This category includes, in particular, small architectural forms, fountains, sports facilities, and utility sites. In the nine months of 2026, the placement of more than 690 such objects was approved. This practice helps to use urban areas more efficiently, increase their functionality, and improve spaces near shopping centers, public and business complexes, and other real estate, as well as make them more convenient for residents and visitors,” said Vladimir Yefimov.
Applications for the installation of non-capital structures are considered at meetings of the interdepartmental commission. It includes representatives from the capital’s departments, committees, and prefectures. Specialists assess the compliance of the object with established requirements, its purpose, and the possibility of placement on a specific land plot.
After the application was approved, the metropolitan Department of City Property enters into an additional agreement with the tenant to the land lease contract.
“Non-permanent structures are constructions that do not have a firm connection to the ground and can be dismantled or moved without disproportionate damage to the site. Since the beginning of the year, tenants have been authorized to install 182 small architectural forms, 37 electric vehicle charging stations, 17 non-permanent sports facilities, and 19 transformer substations,” noted
Ekaterina Solovyova, Minister of the Moscow Government, head of the Moscow Department of City Property.
In addition, 440 facilities intended for the servicing of capital buildings and other structures were approved for placement in Moscow.
