Deputy Chairman of the Government of Russia Dmitry Chernyshenko held a working meeting with Extraordinary and Plenipotentiary Ambassador of the People’s Republic of China to the Russian Federation Zhang Hanhui. They discussed cooperation between the countries in various fields, including trade, transport, and tourism.
Dmitry Chernyshenko congratulated his Chinese colleagues on the 77th anniversary of the founding of the People’s Republic of China.
“Under the leadership of the President of the People’s Republic of China, Xi Jinping, China is demonstrating impressive successes in the socio-economic and scientific-technical fields, making a significant contribution to addressing the most important issues on the regional and global agenda. The relations between our countries are developing at an unprecedentedly high level. Russia and China are systematically implementing major joint projects in various areas. In the first seven months of 2026, bilateral trade reached a record level. By the end of the year, we forecast a historic maximum turnover of $270–275 billion. We expect that by 2030 we will fulfill the instruction of our leaders – to reach a turnover of $300 billion,” said the Russian Deputy Prime Minister.
Dmitry Chernyshenko noted the development of tourism between the countries: “We welcome the expansion of tourist exchanges, including thanks to the visa-free regime. Since the beginning of 2026, mutual tourist flow has doubled compared to last year. The goal is to attract up to 5.5 million Chinese tourists by 2030. It is also important to further expand air communication between Russian and Chinese regions, where infrastructure is being developed to accommodate foreign guests. We see great potential not only in aviation communication but also in the development of cross-border car tourism between our countries.”
He also noted the work on adapting infrastructure and services to accommodate Chinese guests under the China Friendly program. This year, a new tool for cashless payments in Russia appeared – Pay in Russia. The service is integrated into Chinese payment systems.
Work continues on preparations for the opening of the cable car between Blagoveshchensk and Heihe.
“We have huge potential in the field of tourism. Especially after the introduction of a visa-free regime for citizens of our countries. These are great opportunities and conveniences for mutual trips. More and more Chinese citizens want to visit Russia. Many cities are showing interest in opening air routes to Russian cities,” said Zhang Hanhui.
Dmitry Chernyshenko noted the high achievements of Chinese teams in sports competitions in the “phygital” category. In addition, he suggested to his Chinese colleagues to use the international digital platform “Sodruzhestvo” and to move from a pilot project to full-fledged international Olympiads on financial security in the Chinese language.
“For the sixth year by order of President Vladimir Vladimirovich Putin, we have been holding the International Olympiad on Financial Security. This is an educational project where schoolchildren and students from all over the world compete in financial security skills and overcoming various threats in the field of finance. The qualifying competitions are held on the multilingual platform ‘Sodruzhestvo.’ Winners and prize-winners receive preferences for admission to a number of universities in Russia,” said the Deputy Prime Minister.
Dmitry Chernyshenko noted the active participation of the Chinese side in the International Tourism Forum “Travel!” and invited the Minister of Culture and Tourism of the PRC, Sun Yeli, the tourism business, and citizens of China to take part in the forum in 2027. The Deputy Prime Minister added that in 2027 Moscow will celebrate a landmark date – the 880th anniversary of its founding. In the same year, the “Golden Ring” route will mark its 60th anniversary.
The Russian side in the meeting was also represented by State Secretary – Deputy Minister of Transport Dmitry Zverev, Deputy Minister of Economic Development Vladimir Ilyichev, Deputy Head of the Government Office Elmir Tagirov, as well as representatives of the Russian Ministry of Foreign Affairs and the Chinese Embassy in Russia.
