The results of the corporation’s work over the past period were discussed. In particular, the implementation of projects for the construction of a series of nuclear icebreakers, high-speed passenger catamaran-class vessels, and the launch of a unified platform program for the main types of ships. The head of USC also spoke about the implementation of import substitution projects and increasing production localization, as well as the introduction of domestic digital developments at the corporation’s enterprises.
From the transcript:
M. Mishustin: Good afternoon, dear Andrey Sergeyevich!
You lead the largest company that builds vessels for various purposes, including passenger and cargo transportation, scientific research, and emergency rescue operations. The results of your work greatly influence not only the connectivity of our territories but also economic growth. They open up additional opportunities for industry, tourism, and other sectors. They contribute to strengthening trade relations and achieving technological sovereignty.
The president emphasized that for the development of the fleet, it is necessary to increase the serial production of ships, enhance localization of manufacturing, and apply the most advanced domestic solutions.
Your enterprises play a special role here in the design and construction of sea and river vessels, including ferries and boats, cruise liners, and nuclear icebreakers. It is also important to provide high-quality maintenance and modernization for them, using your own expertise, components, and equipment.
Please tell us more about what is being done in this area, the results of last year, and future plans.
Andrey Puchkov, General Director of the United Shipbuilding Corporation.
A. Puchkov: Mikhail Vladimirovich, we finished the year 2025 quite well. Our revenue grew by 14% from a financial perspective – reaching 525 billion rubles. This, of course, is the result of those financial programs implemented under the auspices of the Government of the Russian Federation, with the support of the relevant ministries and VTB Bank. And this is producing its effect.
Speaking about the production program, here we also worked with rhythm. Last year was record-breaking for us in terms of the volume of deliveries of vessels and ships to our clients. We handed over the largest number of ships in the entire history of the United Shipbuilding Corporation.
I would like to separately highlight a project that we completed last year. It is the construction of modern high-speed passenger vessels of the catamaran class for the Northwestern region, aimed at tourism development. And now, within the framework of this groundwork, we are implementing a modernized project for the Azov-Black Sea basin to build vessels of a similar class. I am confident they will contribute to the development of tourism and passenger transportation in the south of our country.
As for the needs our clients have today, we know and see that the client demands a uniform, highly serial product. And we are working very actively in this area.
To date, we have launched the implementation of the unified platform program for all major types of vessels. The first “river-sea” class vessels are now actively developing. We present them to clients and showcase them at specialized public events.
As for development, I can say that, you know, we are building the largest series of nuclear icebreakers at the Baltic Shipyard. Some of them have already been delivered to the customer, others are at various stages of construction. The “four double zero” icebreakers will be the longest series in Russia’s history.
As for the development of our technological sovereignty, within the framework of import substitution, we are actively working in the field of marine instrumentation, ship engineering, and ship engine manufacturing. We are currently implementing an import substitution project in the production of shaft line units. There are already initial results. This is very important for our standardized “river-sea” class platforms. We are localizing this production as much as possible now to ensure complete import substitution in this area.
M. Mishustin: It is very important that such innovative projects are being implemented. It is necessary to continue developing our own competencies, increasing the level of production localization, in order to renew and expand the domestic fleet, providing customers with comfortable and convenient ships.
Effectively accomplishing such a task is, of course, only possible by using a flexible management system. When all decisions are made promptly, taking into account changing external conditions, market demands, and the technological basis. To expand ship production, improve their characteristics, automate, and reduce design time, it is certainly necessary to use domestic digital developments.
Tell us how this work is carried out, what software products are being implemented, and how things stand here overall.
A. Puchkov: Work on heavy CAD is progressing within the established deadlines; by 2028 we must fully switch to this Russian solution. Even now, I can say that in the platform solutions I reported to you about, 3D modeling is actively used. We have already created a unified information environment for our design bureaus and production technology preparation services at the factories, which ensures the possibility of seamless information transfer and, most importantly, promotes the establishment of feedback within the framework of building digital models. This is the first and most important element. But it is not the only one. We are now actively working in the area of so-called digital shipbuilding production. At the Krasnoye Sormovo plant in Nizhny Novgorod, we launched a pilot project. It delivers very good results in terms of productivity improvements. This creates a foundation for us to multiply production at this plant for river-sea class ships. Upon completion of this pilot project, we undoubtedly plan to extend this experience to all of our shipbuilding plants.
M. Mishustin: It is very important to expand the practice of using domestic digital tools, to develop their functionality in order to scale such solutions across the enterprises of your corporation and throughout the industry.
I ask you to keep these issues under your personal control.
