Trade union representatives gathered at the State University of Management to discuss the future of social partnership in Russia

On April 16, the All-Russian Forum of Social Partnership in Higher Education “Sectoral Dialogue: From Discussions to Agreement” began its work at the State University of Management.

More than 40 rectors and over 230 representatives of primary trade union organizations of higher educational institutions, as well as representatives of sectoral ministries and agencies, participated in the event.

With a welcoming word to those gathered, the rector of GUE Vladimir Stroev addressed them, recalling the history of the forum and its connection with our university.

“A few years ago I was a speaker at the trade unions forum in Sochi and suggested gathering at a university venue for direct interaction between university leaders and staff, resolving arising issues and exchanging experience. My idea was supported, and now for the second year we have been meeting at GUU to discuss ways of effective interaction, establishing connections, and developing joint proposals.”

The Chairwoman of the Professional Union of Workers of Public Education and Science, Larisa Solodilova, emphasized the importance of creating a comfortable working environment for teachers.

“In the education system, the main figure is the educator, teacher, caregiver. The kind of professional the learner becomes, how they feel in this world and perceive their country depends on them. Therefore, it is important to create a comfortable environment where the teacher feels protected and secure. And this depends on the rector and the professional community, i.e., on us with you. We particularly focus on young educators, because the future and present depend on them.”

Larisa Solodilova also presented Letters of Appreciation from the All-Russian Education Trade Union “For fruitful cooperation and implementation of important initiatives aimed at protecting the interests of workers in higher education” to university representatives, including the rector of GUU Vladimir Stroyev and advisor to the rectorate of GUU Sergey Chuev, as well as the Ministry of Education of the Russian Federation’s honorary badge “Honorary Mentor”.

The State Secretary – Deputy Minister of Science and Higher Education Anastasia Bondarenko conveyed the wishes from Minister Valery Falkov and noted the importance of trade union work.

“In the trade union of higher education organizations, there are more than 3.5 million teachers — this is a powerful force that can exert significant influence. This year, we are awaiting a landmark event — the preparation of an updated general agreement on social partnership in the Russian Federation. I am confident that within the framework of the forum, it will be possible to highlight pressing issues and possible options and solutions.”

After the welcoming speech, Anastasia Bondarenko presented the Ministry of Education and Science’s Certificates of Honor, the medal “For Exemplary Work and Merit,” and the badge “Honorary Mentor.”

Director of the Department of Personnel Policy of the Ministry of Education and Science Alexey Svistunov emphasized that the ministry places great importance on social partnership, voiced the results of systematic work, and outlined the expectations from holding the forum.

“The Ministry conducted extensive work in 20205: methodological recommendations were developed for determining the term of election by contest for filling positions of PPS, work on labor standardization continues, including preparation for monitoring the practice of labor standardization in higher educational institutions, etc. I propose, under the aegis of preparing a new general three-party agreement, to work through the issues over these two days and formulate proposals into a final document.”

At the end of the speech, Aleksey Svistunov presented certificates of appreciation and honorary diplomas from the ministry.

The Deputy Chairman of the All-Russian Education Trade Union, Eduard Temnov, emphasized that at the forum “everyone speaks the same language and about the same issues: about social partnership with the industry that prepares the country’s future.”

The Director of the Department of State Youth Policy and Educational Activities of the Ministry of Education and Science, Hero of Russia Sergey Boyko, spoke about his experience participating in the “Time of Heroes” program, noted the importance of supporting participants in the special military operation in civilian life, and thanked the universities that already provide support both to active fighters in the special military operation and to veterans of combat operations.

Forum participants will discuss the main provisions of the draft General Agreement on Social Partnership over two days and will ultimately formulate joint proposals aimed at improving the social protection of university employees and achieving a qualitatively new level of social guarantees for higher education staff.

The organizers of the forum are the Ministry of Science and Higher Education of the Russian Federation and the All-Russian Education Trade Union.
