State digital services and products of commercial companies have ceased to be competitors – they complement each other, creating a unified comfortable environment for Russians, and the implementation of AI at the level of government and business allows the service delivery process to be personalized and proactively respond to user requests. This was stated by Deputy Prime Minister – Head of the Government Apparatus Dmitry Grigorenko, speaking on October 7 at plenary session of the second day of the ‘Digital Solutions’ forum.

“Digital services have already become a part of our lives. Citizens want to receive services in a format convenient for them. It doesn’t matter whether they are commercial or government services. We are developing government services based on feedback. We are already uniting services based on life situations. The next step is an even more active implementation of artificial intelligence into services. This will make them more personalized and proactive,” noted Dmitry Grigorenko.

Speaking about the development of state digital services, Dmitry Grigorenko reminded that the public services portal today is the largest digital platform in the country, with over 120 million registered users. To simplify obtaining public services, a “life situations” format is being implemented, where to solve one task a person needs to fill out one application instead of dozens. The most in-demand life situations are “Admission to university” (more than 32 million requests) and “Retirement” (almost 15 million requests).

The government is not only transitioning services into a more convenient format of “life situations,” but also systematically working to improve the quality of services based on feedback from citizens. To this end, 11 user testing laboratories have been launched. They operate in Moscow, Saint Petersburg, Kazan, Lipetsk, Nizhny Novgorod, Tula, Kaliningrad, Krasnoyarsk, Stavropol, and Vladivostok.

Among the new solutions is the social benefits service launched in August. A person chooses the “Mir” card on the “Gosuslugi” portal and “binds” the entitled discounts to it – for transportation, shopping, and other places. The pilot started in Bashkortostan, Rostov, and Tyumen regions. A service that will allow receiving the same benefits via biometrics and through the Max messenger is already being prepared for launch – no need to carry the card. The solution will operate in pilot mode until the end of the year. At the same time, the service is introduced as an alternative to paper documents but does not replace them. A person will always be able to choose how exactly to receive benefits – using the “Mir” card, the resident’s card, or a paper certificate.

In the near future, Russian citizens living abroad will also be able to receive services in a format similar to Russian multifunctional centers (MFCs). A corresponding project is being prepared for launch at the “Russian House” in Tashkent.

The annual IT forum “Digital Solutions” takes place from October 6 to 10, 2026, in Moscow at the National Center “Russia.” The forum brings together representatives of the government, business, and the IT community. The business program will include more than 120 sessions with over 700 speakers.

The focus of the forum is on digital infrastructure, platform solutions, artificial intelligence, cloud services, cybersecurity, domestic software, educational platforms, and digital services. For a wide audience, master classes on digital literacy, IT quests, career counseling, career guidance programs, gaming and lounge spaces have been prepared.

For the first time within the framework of the forum, the II Global Digital Forum is being held, which will gather over 700 foreign participants from more than 100 countries. Its program includes bilateral meetings, expert sessions, seminars, master classes, cultural events, and presentations of Russian digital solutions to foreign partners.
