Deputy Prime Minister Marat Khusnullin held a meeting of the supervisory board of the public-law company “Territory Development Fund.” The participants reviewed the preliminary results of the TDF’s work since the beginning of the current year, as well as discussed priority areas of activity.

“The Territorial Development Fund is entrusted with a number of large-scale tasks aimed at the multifaceted development of regions and improving the quality of life of Russians. The most important thing is that people see the results of such work and feel positive changes. The main performance indicators are being met. Key areas of work include continuing projects for the restoration and development of reunited regions, implementing infrastructure-related activities, including support for budget loan programs and the modernization of housing and public utilities. It is important not to slow down and complete all tasks, including achieving the objectives of the national project ‘Infrastructure for Life.’ I want to thank the team of the Territorial Development Fund under the leadership of Vasily Viktorovich Kupyzin for their fruitful work,” said Marat Khusnullin.

One of the areas of work of the FRT is facilitating the modernization of housing and communal services. With the involvement of concessional loans from the National Wealth Fund and support from the federal budget, more than 2.9 thousand facilities have been built and renovated, including about 540 site facilities and 4.8 thousand km of networks. Since the beginning of this year, the quality of communal services has been improved for 1.7 million people.

The Territorial Development Fund also addresses issues related to the resettlement of emergency housing. Since 2019, about 1 million people have moved out of uninhabitable houses totaling 16.8 million square meters.

In addition, FRT acts as the operator of comprehensive territorial development projects implemented based on Government orders. According to FRT’s General Director Vasily Kupyzin, this tool contributes to the creation of modern, comfortable urban spaces.

“Today, FRT, in its capacity as an operator, is engaged in projects for the comprehensive development of territories in Smolensk with a total area of 17.7 ha and Ryazan with an area of 26.9 ha, primarily involving the resettlement of emergency and dilapidated housing. At the same time, we set a strategic goal to scale this direction. For this, it is planned to develop the regulatory and legal framework in the field of CDT, federal digital services, the urban planning potential of regions, as well as coordinate state support measures for the implementation of such projects. I thank Marat Shakirzyanovich Khusnullin and all members of the supervisory board for their support and active interaction. The fund will continue to work towards achieving all designated goals,” noted Vasily Kupyzin.

Special attention at the meeting was paid to the activities of the FRT in the reunited regions, which became part of Russia four years ago. By the President’s directive, the task is to bring the standard of living in Donbass and Novorossiya up to the Russian average. One of the tools for the development and unlocking of the economic potential of the reunited regions is the free economic zone, whose management company is represented by the fund. To date, there are about 530 companies registered as participants.

The TRT also acts as a coordinator of utility infrastructure upgrade projects in the DPR, LPR, Zaporizhzhia, and Kherson regions. Since the beginning of the current year, work has been completed on 13 utility facilities, including 35.1 km of engineering networks. Additionally, in the reunified regions, major repairs of apartment buildings are being carried out using financial support funds from the Territorial Development Fund. Over the 8 months of 2026, work has been done on 293 apartment buildings with a total area of more than 1.92 million square meters.

In addition, the FRT is involved in the development of legislative initiatives in the fields of housing and communal services, resettlement from emergency housing, restoration, and support of reunited regions. Since the beginning of 2026, 9 regulatory acts have been adopted, including two federal laws, four Government resolutions, and three orders from the Ministry of Construction.
