The Prime Minister inspected the forum’s exhibition and spoke at the main plenary session.

Speech by Mikhail Mishustin:

Good afternoon, dear colleagues, dear friends!

Greetings to all participants of the Information Technology Forum “Digital Solutions.”

He is going through here for the second time at the National Center “Russia”, bringing together representatives of government bodies and business, developers, customers – everyone who contributes to strengthening the domestic digital industry.

This is a strategic task that requires the closest attention to be paid to its implementation, including in order to achieve the national development goals approved by the President. And, of course, to improve the quality of life of our citizens.

A year in the digital industry is a significant period. Much changes during this time. Overall, the digital sector is a crucial part of the national economy. The total turnover of digital companies exceeded 21 trillion rubles last year. The growth was almost 20%.

And the forum provides a good opportunity to see not only what results have been achieved, but also where further joint steps of the state, entrepreneurs, developers, technologists, and scientists are required.

I will highlight the key directions of our joint work.

One of them is the further development of the domestic telecommunications industry. By the end of last year, the communications services market grew by 13% – reaching 2.5 trillion rubles. The number of base stations increased by almost 9% and reached 1 million.

4G networks cover practically all households.

At the initiative of the President, a program to eliminate digital inequality is being implemented so that all citizens can have access to quality communication, even in the most remote areas of our vast country. Thus, over six years, residents of 8,000 small settlements have been provided with LTE mobile internet service. This year, more than 1,500 additional settlements will be added to the list.

In September, at the directive of the head of state, 5G networks were launched. At the first stage – on existing LTE frequencies. The necessary additional bands were allocated free of charge to all operators of the “big four.”

For the new communication standard to operate in Moscow, Saint Petersburg, Yekaterinburg, and dozens of our other largest cities, it is very important to accelerate the transition to domestic equipment in this field. Our enterprises are gradually but surely addressing this task. Three companies have already produced over 10,000 base stations. And right now, it is necessary to lay the groundwork for future generation networks. I am absolutely confident that domestic developers and manufacturers are capable of this.

The wired broadband access segment is also developing at a good pace. It grew by almost a quarter over the year.

Large-scale projects for the construction of fiber-optic lines are advancing. For example, in the remote areas of the Arctic zone of Yakutia. As well as along the Northern Sea Route – from the Murmansk region to Vladivostok.

We have just visited the exhibition. “Rostelecom” presented a project for new high-speed backbone communication channels across the entire territory of Russia—from west to east, with access points on the borders with Mongolia and China. It is being implemented as part of the project financing factory “VEB.RF.” People and businesses will receive stable, uninterrupted internet, and importantly, data transmission speeds will increase over vast distances.

Given the ongoing growth of traffic, it is necessary to create additional incentives that guarantee investments from internet providers in the development of a modern gigabit infrastructure for competitive connection of multi-apartment buildings.

It is important that our engineers, innovators, and inventors are not limited to just ground infrastructure. In low orbits, there is already a constellation of more than 30 spacecraft providing high-speed internet access to any corner of the country.

Testing of satellite communication terminals for railway transport will begin soon. Their implementation will allow passengers and crew to stay connected throughout the entire route.

To be continued…
