First Deputy Prime Minister Denis Manturov held a working meeting with the Governor of the Kaluga Region Vladislav Shapsha. The main topics of the meeting were the development issues of the Kaluga Region, the realization of the region’s industrial potential, and support for new projects.
By the end of 2025, the industrial production index in the Kaluga region amounted to more than 115%. In terms of dynamics, the region ranks among the top three leaders in the country. Seven new enterprises were opened, and the existing ones increased their capacity. This year, it is planned to launch at least five more new productions.
The government and regional authorities are conducting systematic work to create favorable conditions for investors and the development of infrastructure in the region. Thus, six enterprises in the region received more than 2.6 billion rubles from the Industrial Development Fund. About 1 billion rubles constituted grant support for innovative projects. The regional Industrial Development Fund supported another 20 projects. At the same time, it was possible to combine tax benefits for new and modernized production.
A significant contribution to the regional gross product is made by the Kaluga automotive industry. Over the year, 140 thousand cars were produced in the region. It is important that automotive manufacturing in the region is successfully developing, including through the rapid relaunch of production facilities previously abandoned by foreign investors. Within a short timeframe, full-cycle production was organized at the main capacities, not just large-node assembly. This preserved highly qualified workforces and competencies.At the meeting, plans were also discussed for further deepening the localization of the products being released and scaling up the use of automotive components of Russian production.
