At the meeting of the Presidium of the Moscow Government, a report was considered Anastasia Rakova, Deputy Mayor of Moscow for Social Development, on expanding the participation of Moscow teachers in the ‘Teachers of the Year of Moscow’ competition, the ‘Moscow Teacher’ Olympiad, and other professional skill contests.
Following the discussion of the issue, Sergey Sobyanin instructed to continue implementing a set of measures aimed at maintaining the high social and professional status of teachers, which is a key priority of the Moscow Government and aligns with the objectives of the federal project “Teachers and Mentors” of the national project “Youth and Children”. More details about Russia’s national projects and the capital’s contribution can be found at special page.
There are 110 thousand teaching staff working in the capital’s education system, including 54 thousand teachers.
Capital city teachers have many opportunities for professional development. Only in the special information system — on the portal DPO (regional register of additional professional programs) — 155 different educational courses have been posted. The Corporate University of Moscow Education helps teachers to create an individual competency development plan.
Since the beginning of this year, more than 2,200 teachers have been certified for the first qualification category, and over 3,300 people for the highest one. The procedure for teacher certification in the capital is fully automated. It is conducted using the “Teacher Certification” service on the “MESH” platform, which significantly simplifies the interaction of all its participants.
The most important tool for the professional growth of teachers is reviews and professional skills competitions. In this regard, one of the important tasks of the Moscow Government is to create favorable conditions for the participation of the maximum number of city school employees in them.
Professional competition “Teachers of the Year of Moscow”
This year, the Moscow professional contest of teaching excellence and public recognition, “Teachers of the Year of Moscow,” founded in 1991, was held for the 36th time. It is open to school teachers, educators, psychologists, speech therapists, defectologists, additional education teachers, as well as beginners in the profession. This year, around 2,500 participants joined the contest.
The winners in six main categories were:
— “Teacher of the Year of Moscow” — physics teacher Konstantin Proskuryakov from school No. 2100;
— “Moscow Educator of the Year” — Pavel Dementyev from School No. 121;
— “Moscow’s Educational Psychologist of the Year” — Vladimir Lukashin from school No. 1589;

A new feature this year was the special nomination named after Gennady Starunov — Moscow Teacher of the Year 2022 and laureate of the All-Russian contest “Teacher of the Year of Russia.” He took part in the special military operation (SMO) and heroically died while carrying out a combat mission.
The organizing committee evaluated participants’ contributions to patriotic education, support for the special military operation (SMO), and the new regions of Russia. The first winner in this category was Ivan Bondyukov, an additional education teacher from school No. 1409, who also participated in the SMO and was awarded the medals “For Courage,” Suvorov, and Zhukov. He was recognized for developing practical military training programs for students: the teacher instructs in drone operation, parachuting, and first aid.
Another innovation this year was the audience choice award for a performance in the category “Educational Talk.” The most votes were received by Karina Kazakova, computer science teacher from the First Moscow Cadet Corps. The children’s jury recognition went to Inna Salikhova, art and technology teacher from School No. 1387.
All-Russian competitions for educational workers
Winners and prize-winners of the “Teachers of the Year of Moscow” competition successfully represent the capital in all-Russian contests, including “Teacher of the Year of Russia” and “Educator of the Year of Russia.”

Many winners and prize-winners of professional skills competitions later become mentors for young specialists, and their methods are implemented in the work of capital city schools and colleges. For example, Svetlana Tulaykina, senior methodologist of School No. 236 named after Hero of the Soviet Union G.I. Shchedrin, who became Moscow’s Educator of the Year in 2020, participated in the training of Elizaveta Bogatyreva, the winner of the “Educator of the Year Russia” competition in 2025.
The “Colored Cards” method, created by Denis Gromoglasov, the best educational psychologist in Moscow in 2025, is used by his colleagues from School No. 641 named after Sergey Yesenin during homeroom sessions and extracurricular time to build a trusting connection and assess the mood of the students.
This year, the first round of the final stage of the “Educator of the Year Russia” competition took place in Moscow: 86 of the best teachers from across the country came to the city. The capital was represented by Pavel Dementyev, a bilingual group educator from school No. 1210. He became one of the 15 laureates.
Olympiad “Moscow Teacher”
The interdisciplinary Olympiad “Moscow Teacher” is held annually for school and college educators in the capital. Its goal is to assess specialists’ universal professional competencies: the ability to work with information, analyze data, build logic, and solve interdisciplinary problems — regardless of the subject taught.
Participants test their knowledge in five areas: mathematical, informational, reading, scientific literacy, and critical thinking.
In 2025, more than 21,000 educators participated in the olympiad. In the final round, 750 people competed, of whom 25 became winners and 50 – prize-winners. All of them earned the right to participate in the main professional competition “Teachers of the Year of Moscow.”
This academic year, the olympiad will be held for the 13th time.
All-Russian contest “Best Teacher of Native Language and Native Literature”
The All-Russian professional competition “Best Teacher of Native Language and Native Literature” was established by the Ministry of Education of Russia in 2022. It involves teachers with at least two years of experience who teach the subjects “Native Language” and “Native Literature”, as well as preschool educators implementing educational programs in the native language.
In 2026, more than 150 people participated in the regional stage of the competition held in Moscow. Its winners then represented the capital at the final stage in Lipetsk. Tatiana Polkovnikova, a Russian language and literature teacher from school No. 1371 “Krylatskoye,” was among the top 15 best educators in the entire country.
Festival of Pedagogical Ideas “From Three to Seven”
Since 2023, Moscow has been hosting the pedagogical ideas festival “From Three to Seven.” The organizers are the capital’s Department of Education and Science and the Moscow City Organization of the All-Russian Education Trade Union.
Teachers of preschool education and teaching teams are invited to participate in the festival, where they can present their methodological developments on the topical themes “Patriotic education of preschoolers in the Year of Unity of the Peoples of Russia,” “Preservation and strengthening of traditional family values,” and “Formation of a safe information environment for children.”
In 2025, the festival had 880 participants. First place was taken by the team from School No. 1370.
Awards for the best teachers of the capital for high achievements in pedagogical activity
Every year, a competition is held in Moscow among city subject teachers who have achieved high accomplishments in their pedagogical work. In 2026, 278 people participated in it.
A prize of 200 thousand rubles was awarded to every third participant — about 100 people. Among them are developers of original teaching methods, winners and prize-winners of professional contests and Olympiads, teachers whose students have achieved high results in various school subjects.
Moscow Government Grants in the Field of Education
Government of Moscow provides grants in the field of education. Teachers from schools, colleges, universities, and supplementary education centers participate in the selection, as well as scientific and pedagogical workers, and also students who have achieved outstanding results. The goal of the program is to support teachers and students, as well as to improve the quality of education.
Every year, 300 people receive grants: 140 teachers, 80 school students, 25 scientific and pedagogical workers, 20 college students, 20 college lecturers, and 15 additional education teachers.
In 2025, about 930 people participated in the selection process, a third of whom received grants.
