Moscow Mayor Sergey Sobyanin presented to Dmitry Medvedev, Deputy Chairman of the Security Council of the Russian Federation, and Tatyana Golikova, Deputy Chairman of the Government of the Russian Federation, the results of implementing new accounting and control mechanisms in the migration sphere of the capital region.

“As part of the work of the Security Council Commission on migration policy issues, we reviewed Moscow’s experience in implementing new mechanisms for migrant control. As Sergey Sobyanin noted, border control, biometric control, genetic profiles, and the ‘Amina’ app help ensure stability in the labor market and have a positive impact on the level of committed offenses,” he wrote on his channel in

in the messenger “Max” Dmitry Medvedev.

By order of the President of Russia, Vladimir Putin, new mechanisms for accounting and control in the migration sphere were implemented in 2024. The first direction is the creation of digital control at the Russian border when crossing it by migrants. A number of federal laws were adopted to strengthen control in the field of migration activities, and a decision was made to conduct an experiment in the Moscow region.

“The experiment has completely proven itself. The measures contribute to ensuring stability in the labor market and at the same time have a positive impact on reducing crime,” Sergey Sobyanin said on his channel in

in the “Max” messenger.

At the beginning, the experiment on collecting personal biometric data of foreign citizens was conducted at the Domodedovo, Sheremetyevo, Vnukovo, and Zhukovsky airports, as well as at the “Mashtakovo” checkpoint. Foreign citizens provide biometric data when passing through passport control upon entering and exiting the country.

Later, 11 more checkpoints were established in Saint Petersburg, Novosibirsk, and several other cities, which overall today cover 53 percent of all migration flows, the Mayor of Moscow clarified.

“At the checkpoints across the state border of the Russian Federation, special equipment is operational for collecting personal biometric data of foreign citizens. The procedure takes a few minutes, and the interface is available in various languages. The biometrics are cross-checked with information from information systems in real time. If it turns out that the person is wanted or has committed crimes requiring their detention, law enforcement officers will be able to respond promptly,” said the Mayor of Moscow.

City medical institutions receive foreigners’ genomic information during medical examinations. This information is also used by law enforcement agencies in operational investigative activities across the country.

Migrant workers and several other categories obtain electronic foreign citizen cards, through which police officers can quickly check information about their status and any violations.

Accounting through the “Amina” app

Starting from September 1, 2025, an experimental regime for registering foreign citizens from visa-free countries, except Belarus, is being implemented in the metropolitan region using the “Amina” mobile application. Through it, participants in the experiment remotely report their residential address to the internal affairs authorities and notify them of any changes. In addition, their mobile devices regularly send geolocation data to the Ministry of Internal Affairs of Russia.

According to the Mayor of Moscow, all of this helped to significantly reduce the number of crimes committed by foreign citizens. As a result of the first half of 2026, the number of incidents decreased by 39 percent compared to the same period last year.

“Moscow’s experience can also be used in other regions of Russia, including in the field of crime prevention,” Dmitry Medvedev wrote on his channel on “Maks” messenger.
