An important disclaimer is at the bottom of this article.
The Board of Directors of the Bank of Russia on September 29, 2026 allowed banks to apply reducing coefficients when calculating the amount of credit risk on loans issued to finance projects for ensuring the protection of critical infrastructure objects1 from threats of air attack. The reducing coefficients are established at the following rates:
- 30% for investment-class borrowers;
- 50% for other borrowers.
It is also permitted not to apply macroprudential add-ons to such credit requirements.
The decision applies to borrowers who are legal entities, as well as regions and municipalities, and will be effective from the moment of publication until December 31, 2026, inclusive.
Banks will be able to save capital when lending to such projects within the limit provided for projects of technological sovereignty and structural adaptation of the economy (TS and SAE). There are enough free limits in these areas for preferential financing of both TS and SAE projects and measures to protect critical infrastructure facilities.
These measures will expand the lending potential of banks for projects aimed at protecting critical infrastructure. In turn, implementing such projects will help limit the credit risks of borrowers and risks to financial stability associated with disruptions in the uninterrupted operation of critical infrastructure facilities.
These measures may later be included in permanent regulation.
