On September 29, a working meeting took place at the Saint Petersburg State University of Architecture and Civil Engineering between the university leadership and the Consul of the Republic of Uzbekistan in Saint Petersburg. By Kabul Alimov. The main topics were the development of cooperation with universities in Uzbekistan, training specialists for the restoration industry, preserving architectural heritage, and launching joint educational and scientific projects.

The meeting was attended by the first vice-rector of SPbGASU Svetlana Golovina, first deputy chairman of the committee on state control, use and protection of historical and cultural monuments of the Government of Saint Petersburg (KGIOP), head of the corporate department of KGIOP Ekaterina Kozyreva, Vice-Rector for Educational Activities Sergey Mikhailov, Vice-Rector for Research Evgeny Korolev, Vice-Rector for Continuing Education Victoria Vinogradova, dean of the Faculty of Architecture Andrey Surovenkov, Dean of the Faculty of Civil Engineering Andrey Nikulin, head of the Department of Architectural and Urban Heritage Nadezhda Akulova and associate professor of the department of architectural and structural constructions Olga Pastukh, head of the international activities department Shuainat Akhmadullaeva. Representatives of the Tashkent University of Architecture and Civil Engineering and the Samarkand State Technical University also joined the discussion.

The cooperation of SPbGASU with universities in Uzbekistan has a long history. The university has been collaborating with the Tashkent Architectural and Construction University since 2006. SPbGASU’s partners also include Samarkand State Technical University and Tashkent State Transport University. In 2026, an agreement was concluded with Namangan State Technical University.

Special attention at the meeting was given to architectural heritage and restoration. Participants noted that the shared history of architectural development and construction creates broad opportunities for professional exchange between Russian and Uzbek specialists.

One of the key proposals was to expand international cooperation within the framework of the Consortium “Preservation of Architectural Heritage,” established by SPbGASU in collaboration with KGIOP in 2025. The Consortium includes educational and scientific organizations, business representatives, and government authorities. Its work is aimed at the development of modern restoration technologies, scientific and innovative solutions, and the training of specialists for the industry.

SPbGASU proposed that Tashkent Architecture and Construction University and Samarkand State Technical University join the Consortium.

“We want to combine architectural, construction, engineering, and technological competencies to jointly seek solutions for preserving architectural heritage sites and training specialists of the new generation,” noted Svetlana Golovina.

Separately, the participants discussed specific formats for collaboration. These include project studios, participation of students and teachers in competitions, summer schools, academic mobility, internships, scientific research, conferences, and exhibitions.

Nadezhda Akulova proposed developing interdisciplinary international projects in which Russian and Uzbek specialists could jointly work on cultural heritage sites, first in Saint Petersburg and then in Uzbekistan. Such teams could include restoration architects, structural engineers, and specialists in restoration technologies and materials.

Representatives of SPbGASU told their colleagues about the results of admission to the new bachelor’s educational program “Restoration of Buildings and Structures” based on the Faculty of Civil Engineering. The program combines architectural, engineering, and restoration training: students study restoration materials and technologies, architectural and structural disciplines, issues of cultural heritage preservation, fire safety, and engineering support. The first enrollment amounted to more than 90 people, which demonstrated great interest in the opportunity to obtain the profession of restoration engineer.

“Training restoration engineers is a certain step towards bringing together the chief project engineers and chief project architects, so that the restored objects receive new life,” noted the dean of the Faculty of Civil Engineering, Andrey Nikulin.

The development of this direction is part of the strategic project of SPbGASU “Modern Technologies for the Restoration of Architectural Heritage Objects.” The university plans to unite within the project the competencies of architects, builders, engineers, specialists in materials, and digital technologies.

Representatives of Samarkand State Technical University spoke about the work of the faculty engaged in the preservation and restoration of cultural heritage. The university is ready to develop academic mobility, joint scientific projects, and research with SPbGASU.

An important area of interaction could also be the professional development of specialists. The Uzbek side proposed involving the Agency for Cultural Heritage of the Republic of Uzbekistan in cooperation and organizing advanced training programs for specialists.

Consul Kabul Alimov emphasized Uzbekistan’s interest in expanding cooperation specifically in the fields of culture and restoration. Among the proposals were the participation of Uzbek architects in Russian professional competitions, joint projects, and further development of contacts between the specialized organizations of the two countries.

In addition, partners from the Tashkent Architectural and Construction University invited representatives of SPbGASU to participate in the Global Architecture and Construction Forum, which will take place on October 15–16.

Meeting with students from Uzbekistan

The continuation of the visit was a meeting between the Consul and students from Uzbekistan studying at SPbGASU. As of September 1, 2026, 37 Uzbek citizens are studying at the university, 15 of them in full-time programs. Uzbek students are among the largest groups of foreign students at SPbGASU.

Kabul Alimov regularly meets with students and this time discussed with them issues of education, documents, medical care, registration, and participation in cultural events. Students were informed about the possibilities of consular support and the official consular service.

Special attention was paid to the professional prospects of graduates. The participants discussed the possibility of cooperation between Uzbek employers and the Career Center of SPbGASU so that students and graduates could receive information about professional opportunities in Uzbekistan.

There was also a proposal to more actively involve Uzbek students in university and cultural events and to establish closer communication between the students and the diplomatic mission.

Thus, the visit of the Uzbek Consul united several areas of cooperation at once — from training specialists and joint research to conserving architectural heritage and supporting students. The next step will be updating the interaction roadmap and moving on to the implementation of new joint projects between SPbGASU and the universities of Uzbekistan.
