First Deputy Prime Minister Denis Manturov spoke at the plenary session of the “Microelectronics-2026” forum and familiarized himself with the exhibition. The 12th Russian forum “Microelectronics” is held from September 27 to October 3 at the Sirius Science and Technology University campus. Prime Minister Mikhail Mishustin addressed the participants with a video message.

At the plenary session, speeches were also given by the President of the Russian Academy of Sciences Gennady Krasnikov, Assistant to the President of Russia Andrey Fursenko, Minister of Industry and Trade Anton Alikhanov, Minister of Science and Higher Education Valery Falkov, General Director of the state corporation “Roscosmos” Dmitry Bakanov, Chairman of the Council of the Federal Territory “Sirius,” and head of the educational foundation “Talent and Success” Elena Shmelyova.

Government representatives, scientists, and the industry community discussed plans and prospects for the development of the Russian electronic industry, innovative approaches, scientific achievements, as well as upcoming changes in state regulation.

“Over the past five years, the volume of domestic radio electronics production has nearly doubled, and the number of items in the registry has increased tenfold. Behind these figures lies the expansion of the Russian offering – from electronic components to complex modules and software-hardware systems. It is important that this growth strengthens the technological sovereignty of the industry. For this, more than 100 developments are underway in the fields of equipment, materials, and special chemistry, as well as automated design tools. Many of these solutions are already being implemented in practice,” noted Denis Manturov in his speech.

At the same time, competencies in materials and chemical products are being developed. Over the past three years, production of about 60 critically important items has been mastered here. Approximately the same number of items are expected to enter the market by 2029. Among them are high-purity and specialty gases, photoresists, anti-reflective coatings, ultra-pure solvents, and precursors.

“At the same time, it is obvious that stable demand is necessary to expand the production of domestic products. Currently, this demand is supported by the national regime, which provides advantages to Russian electronics. According to the results of last year, its purchases in the regulated market grew by 13% — to 750 billion rubles, and its share in this segment reached almost 65%. The next step should additionally stimulate demand directly for the Russian component base. A mechanism for offtake contracts is being developed for the first batches of new products. They will provide manufacturers with guaranteed orders after the completion of R&D and will allow for a more confident transition to serial production,” said the First Deputy Prime Minister.

In addition, Denis Manturov familiarized himself with the exhibition display of Russian companies in the field of microelectronics. The largest domestic corporations and leading scientific institutes showcased their developments and the latest technologies in microelectronics, electronic component base, and radio-electronic systems.

At the Baikal Electronics booth, a range of Baikal-U industrial microcontrollers and a prototype solution for smart cameras based on their own Baikal-AI artificial intelligence chip are presented. The NIIME company demonstrated domestic photoresists and other chemical materials for microchip production that have already been tested in manufacturing, as well as microchips and modules for information protection against hacking on domestic first-level chips, which are already being tested in various devices. The exhibition is intended not only to showcase products but also to facilitate direct dialogue between developers, manufacturers, and customers.
