On October 9 from 11:00 to 16:00, the conference “Small Purchases: New Opportunities for SMEs” will be held in the “Meeting Point” business space of the Moscow business center. Entrepreneurs will be informed about the specifics of working under federal laws No. 44-FZ and 223-FZ, entering the government procurement market and expanding sales channels, as well as legislative changes, digital services, and conditions for obtaining guarantee support.

Participation in the conference is free of charge, subject to preliminary registration on the portal of the State Budgetary Institution «Small Business of Moscow” (MBM).

Digital Contracts and “Off-the-Shelf” Procurement

The conference will be opened by Yuliya Klimina, an expert in public procurement and a member of the Council for the Development of the Procurement System of the Chamber of Commerce and Industry of the Russian Federation. She will present the main industry trend — digitalization, explain the mechanics of concluding digital contracts, and analyze practical changes related to the new federal laws No. 278-FZ and 279-FZ.

Ekaterina Makovleva, a public procurement expert, will dedicate her presentation to the “off-the-shelf procurement” mechanism. This is a non-competitive procurement from a sole supplier in electronic form and one of the fastest ways to obtain a government contract. Listeners will learn how to prepare a preliminary offer, conclude the deal, and avoid common mistakes in contract execution.

About new services supplier portal Anton Prokofyev, Head of the Small Volume Procurement Automation and Operational Transactions Department of the Moscow City Department for Competitive Policy, will explain. The discussion will focus on tools that already help entrepreneurs speed up transactions and increase the number of government contracts.

Support and Development of Business

A separate part of the program will be dedicated to financing participants of the government procurement. Anton Kuprinov, Executive Director of the Moscow Small Business Credit Assistance Fund, will present guarantee support tools for representatives of small and medium-sized enterprises (SMEs) participating in government procurement.

Entrepreneur and tender support specialist Viktor Garkusha will examine the nuances of small procurements that suppliers most often overlook, analyze common mistakes, and explain what to pay attention to in order to make such work safe and profitable.

The topic of scaling a business through government contracts will be continued by Alexander Nosov, head of the Small and Microbusiness division of a major Russian bank. He will explain how to use tenders to find new counterparts and enter adjacent sales markets.

The conference will conclude with an interactive question and answer session. Guests will have the opportunity to discuss their cases with experts and receive personalized recommendations for solving specific business challenges in the field of public procurement.

The event will take place at the address: 2 Okhotny Ryad Street, entrance 3, fifth floor, Moscow Hall.
