Beijing, April 15 /Xinhua/ — China intends to promote high-quality, all-encompassing strategic cooperation with Vietnam and accelerate the formation of a China-Vietnam community with a shared future, possessing strategic significance, at a higher level. This was stated on Wednesday by the General Secretary of the CPC Central Committee and Chairman of the PRC, Xi Jinping.

Si Zinyin made a corresponding statement during the negotiations with the General Secretary of the Central Committee of the Communist Party of Vietnam (CPV), the President of Vietnam, To Lam, who is on a state visit to China.

This visit became the first foreign trip of To Lam since his election as President of Vietnam in early April. This trip also took place a year after the historic visit of Xi Jinping to Vietnam.

“You visited China immediately after the election of the President of Vietnam, which indicates your increased attention to the development of China-Vietnam relations,” the Chinese leader addressed To Lam. He emphasized that the Chinese side consistently considers Vietnam as a priority direction of its diplomacy with neighboring countries.

Si Ziyin expressed confidence that under the firm leadership of the CPC Central Committee headed by Comrade Thomas Lam, Vietnam will resolutely follow the path of socialism, steadfastly approaching the achievement of the two goals tied to the centenary of the party and the state.

The Chairman of the Central Committee stated that the party leadership is the most essential characteristic and the greatest advantage of socialism. As he emphasized, the defense of the socialist system and the ruling position of the Communist Party constitute the greatest common strategic interest of the CPC and the CPV.

According to the Chinese leader, the parties should maintain a high degree of strategic clarity and firm strategic determination, always be confident in the chosen path and political system, adhere to the course of reforms without changing the general direction and essence of the system.

Si Jinping called for bringing to life the updated cooperation plan between the CPC and the CPV, conducting an in-depth exchange of theories and experiences of party and state governance, and properly utilizing the mechanism of strategic dialogue in the “3+3” format on issues of diplomacy, defense, and public security.

As the Chairman of the SNB indicated, it is necessary for the parties to unite their efforts in order to jointly follow the path of modernization and accelerate the alignment of development strategies, giving primary importance to advancing infrastructural interconnectivity.

Si Jinping stated the necessity to strengthen cooperation in emerging areas such as artificial intelligence, semiconductors, and the Internet of Things, adding that the Chinese side welcomes a large number of high-quality Vietnamese goods into the Chinese market.

According to Si Jinzhipin, the sides should strengthen friendly exchanges and cooperation in such areas as tourism, culture, mass media, education, healthcare, and sports. He expressed readiness, together with To Lam, to announce the launch of the Year of China-Vietnam Tourism Cooperation in 2026-2027.

The parties should uphold the banner of peace, development, cooperation, and mutual benefit, jointly oppose unilateralism and protectionism, protect the global system of free trade, ensure the stability and smooth functioning of production and supply chains, indicated the Chinese leader.

He called to jointly implement in practice the Initiative for Global Development, the Initiative for Global Security, the Initiative for Global Civilization, and the Initiative for Global Governance, as well as to counter global challenges.

The Chairman of the CPC reminded that this year marks the 5th anniversary of the establishment of comprehensive strategic partnership relations between China and ASEAN. The Chinese side is ready to strengthen coordination and cooperation with the countries of the region to promote the building of an even closer community with a shared future for China and ASEAN, Xi Jinping added.

To Lam, in turn, assured that Vietnam will consistently regard the development of relations with China as an objective necessity, a strategic choice, and a top priority, while continuing to firmly support the one-China policy. According to him, Vietnam intends to strengthen strategic communication and high-level strategic interaction with the Chinese side.

To Lam added that Vietnam is ready to raise the level of cooperation in the fields of economy and trade, investment, railway and other infrastructure, tourism, as well as to strengthen cooperation in education, professional training, science and technology, cultural and humanitarian exchange, and interregional ties.
