In the settlement of Talaya in the Magadan region, Yuri Trutnev, Deputy Chairman of the Government and Plenipotentiary Representative of the President in the Far Eastern Federal District, held a meeting of the council of the Far Eastern Federal District. The agenda included: development of an action plan for the implementation of the Strategy for the Socio-Economic Development of the Far Eastern Federal District until 2030 with a forecast until 2036; progress of construction projects under the national projects; operation of the branches of the “Warrior” center in the regions of the Far East. Also discussed was the implementation of the federal project to create a unified network of modern ecological and tourist routes in nine regions of the Far Eastern Federal District called “Trails of the Far East” and the holding of the fourth season of the all-Russian contest for the best trip to the Far East and the Arctic “Far East – Land of Adventures.”

“The Strategy for the Development of the Far East until 2030 with a forecast until 2036 has been adopted. It consists of blocks related to the development of infrastructure, energy, technologies, increasing the degree of processing of mineral resources, and projects in the field of social development. Now we need to begin preparing the implementation plan for the strategy,” Yuri Trutnev opened the discussion.

The strategy was developed under the directive of the President of Russia. The document was approved in September of this year by the Chairman of the Government Mikhail Mishustin. By March 1, 2027, it is necessary to develop and submit to the Government a draft action plan for implementing the strategy.

Minister for the Development of the Far East and the Arctic Alexey Chekunkov reported on how the work is conducted and the principles on which it is built. “The plan should be focused on specific digital indicators embedded in the strategy. It will be digital. We will minimize paperwork. Most importantly, it will be ‘wired’ with all regions, all sectoral ministries, businesses, and development institutions. The plan will be finalized before the New Year. We will rely on the successful experience of the project management information system, through which the President’s directive on the development of master plans is being implemented. Managerially, this is a similar task. Our goal is to turn the work on strategy implementation into a practice-oriented process, so that every year people see exactly what we have created within the framework of executing this strategy,” he noted.

The issue of construction of facilities within the framework of national projects was considered. Since 2020 until now, 875 social infrastructure facilities have been commissioned, including more than 300 healthcare facilities, over 270 educational facilities, 80 cultural facilities, and also 202 sports facilities.

Within the framework of sectoral government programs, 423 capital and major construction projects are being implemented, of which 292 projects are planned to be completed in 2026, including 14 in the Republic of Buryatia, 13 in the Republic of Sakha (Yakutia), 18 in the Transbaikalia Territory, 32 in the Kamchatka Territory, 79 in the Primorsky Territory, 52 in the Khabarovsk Territory, 21 in the Amur Region, 10 in the Magadan Region, 28 in the Sakhalin Region, 19 in the Jewish Autonomous Region, and 6 in the Chukotka Autonomous Okrug. Out of the 292 projects, 66 projects (or 23%) have already been completed; 184 projects (or 63%) are being carried out according to the work schedule. However, risks of delays have been noted for 42 projects (or 14%), including 32 long-term construction projects.

Deputy Prosecutor General of Russia Viktor Melnik voiced proposals for improving legislation, adjusting the work of federal executive authorities, and regional heads.

Systemic measures to improve construction quality were proposed to the Ministry for the Development of the Russian Far East and Arctic. Regional heads were recommended to staff state customer services with qualified personnel having specialized construction and engineering education; to enhance the qualifications of employees of state customer services through additional training programs in the field of preparing technical specifications for project and estimate documentation. It is planned to include requirements for scientific and technical support in the technical assignment for design and survey work. In the design of capital construction projects, it is necessary to use reusable project documentation and standard solutions from the project showcase of the Federal Autonomous Institution “Glavgosexpertiza of Russia”.

Following the discussion, Yuri Trutnev instructed the regional heads to personally oversee the cash execution of activities and ensure the timely commissioning of all facilities planned for completion this year.

“The implementation of national projects is carried out through a significant number of ministries and agencies, as well as through the governors. This is a joint effort that needs to be coordinated each time. At the same time, like in any large-scale work, there are inaccuracies. These lead to delays and sometimes to a failure to fulfill obligations. We discussed how to avoid delays and how to prevent the expenditure of additional funds from the budget of the Russian Federation,” said Yuri Trutnev.

The work of the “Warrior” center was discussed. More than 165 thousand cadets have been trained at the “Warrior” center – from the Kherson region to Kamchatka. Of these, over 45 thousand teenagers completed the flagship program – summer military-patriotic sessions “Time of Young Heroes”.

“The ‘Warrior’ Center is operating. It is operating steadily. A good team of instructors has been assembled. The cadets of the center are satisfied. The main goal is that the young people grow up loyal to our country and ready to defend it. This is important. And work on patriotic education cannot be done without governors. Today, we have seven branches of the center operating in the Far East. Soon there will be eight. I have asked the regional heads to pay attention to the work with the center’s branches. They need to visit, communicate with the young people and instructors. Then everything will be properly organized,” said Yuri Trutnev.

The center’s reach continues to expand and now covers 24 regions of the country, including 7 in the Far East. Over the entire period of the center’s operation, about 43 thousand cadets have been trained here.

To develop the tourism sector in the regions of the Far East, following the instructions of Yuri Trutnev, the Ministry for the Development of the Russian Far East, with the participation of the Far East and Arctic Development Corporation, is implementing the “Trails of the Far East” project. This consists of 18 projects to develop tourist route infrastructure in 9 regions of the Far Eastern Federal District, which include creating comfortable and environmentally safe trail surfaces, constructing visitor centers, arranging rest areas and observation decks, installing informational stands, signposts, and other improvement facilities. The total length of the new routes, which will include tourist attractions such as volcanoes, petroglyphs, mountain ranges, scenic bays, capes, beaches, and historical monuments, will be 126.5 km. The projects are planned for implementation in 2025–2027.

Routes are already open for visitors in Buryatia (Health Trail), Transbaikalia (“Sacred Path”, Big Sukhota Trail, “Undugun”, “Kreslovaya Mountain”), and Primorsky Krai (Russian Bicycle Trail, “Octopus Trail”). The routes of the “Far East Trails” project have already been visited by 185,342 people: 120,000 in Buryatia, 47,542 in Transbaikalia, and 17,800 in Primorye.

In Transbaikalia, on the Bolshaya Sukhotinskaya trail, created as part of the “Trails of the Far East” project, a Russian record was set. There were 8,126 people on the route simultaneously. The achievement was officially recorded in the Russian Book of Records in the category “The largest number of people simultaneously present on a single tourist route in Russia.”

The progress of the application campaign for the fourth season of the all-Russian contest for the best journey across the Far East and the Arctic “Far East – Land of Adventures” was reviewed. The contest is held on the initiative of the Deputy Prime Minister – Plenipotentiary Envoy of the President to the Far Eastern Federal District, Yuri Trutnev, and is conducted with the support of the Office of the Plenipotentiary Representative of the President of Russia in the Far Eastern Federal District, the Ministry for the Development of the Russian Far East, JSC “Corporation for the Development of the Far East and the Arctic,” and the NGO “Social Initiatives Development Fund.”

This year, the competition jury received 342 films from residents of various regions of the country, which is 12% more than during the same period last year. The most video works were submitted in the “Hiking Journey” category – 205 films. In the “Water Journey” category, 49 films were submitted; “Winter Journey” – 28; “Arctic Journey” – 43; “Victory Trails” – 17.

Among the Far Eastern regions participating in the project, in terms of the number of films, Sakhalin Oblast leads with 82 video works, Khabarovsk Krai with 50 films, Primorsky Krai with 49, and Kamchatka Krai with 45. The competition received 23 short videos about travels in the Jewish Autonomous Oblast, 14 in Transbaikalia Krai, 11 and 10 films in the Republics of Sakha (Yakutia) and Buryatia respectively. For routes in Magadan Oblast, 7 participants applied, for Amur Oblast 6, and for the Chukotka Autonomous Okrug 2.

Among the Arctic regions, 13 films were submitted about travels in the Yamalo-Nenets Autonomous Okrug, 7 video works about the Nenets Autonomous Okrug, and 6 entries from participants who made journeys in the Arkhangelsk Oblast and the Komi Republic. In the Murmansk Oblast, 4 films about travels were made, 3 films each in the Krasnoyarsk Krai and the Khanty-Mansi Autonomous Okrug, and one film in the Republic of Karelia.

“I really like these projects. It’s great when people can walk around their native country. The ‘Genghis Khan’s Headquarters’ trail in Buryatia, which we saw and which Dashi Namdakov is creating together with his like-minded people, is a wonderful project. Made with love. I want people to walk a lot in the Far East and the Arctic, fall in love with their beauty, and have adventures. The travel contest we are organizing, ‘Far East – Land of Adventures,’ is exactly about this. I am grateful to the President of the Russian Federation Vladimir Vladimirovich Putin. He gave the directive to show films about the results of the expeditions on big screens. For us, this is very important. It helps attract people to the Far East and the Arctic. To awaken them and say that vacations should not be in Turkey, but in the Far East and the Arctic,” concluded Yuri Trutnev.
