One of the frequent questions from importers: if we import samples for certification, is mandatory labeling of such samples according to the EAEU requirements required?
In short – no, but there are nuances. Let’s analyze the issue from the point of view of current regulation and customs clearance practices.
What samples are imported for.
Samples of goods are imported exclusively:
for conducting tests
for laboratory research
for confirming compliance with the requirements of the TREATC
Key point: such goods are not intended for sale and are not introduced into circulation on the market.
How to properly import samples.
Customs clearance of samples is mandatory. If samples are imported “informally” (cargo, baggage, marketplace orders without declaration), they are practically useless for certification. When registering certificates and declarations for goods, the registration number of the customs declaration under which the samples were imported is indicated.
Samples are declared as “samples for certification” or “test samples”
It is necessary to provide the FCS with a letter from an accredited laboratory or certification authority indicating the quantity of samples.
Attention: In 2026, Rosakkreditatsiya annulled documents from a number of certification bodies from Kyrgyzstan due to fictitious tests, the absence of real inspections, and violations of EAEU technical regulations. At the same time, some certificates formally continue to be listed in the registry as valid, but the Russian customs does not accept them.
Is it necessary to label samples
No, mandatory labeling is not required when importing samples.
Why:
the product is not released into free circulation,
not intended for the end consumer,
TREAS requirements apply to products introduced into circulation.
Marking is required when releasing products to the market. It must include mandatory information for the consumer, a conformity mark (for example, EAC), and the “Honest Sign” marking (if applicable).
Practical nuance
Minimal identification of the sample is required for certification (name, model, etc.).
But this:
not a fully compliant consumer labeling,
does not require the application of the EAC mark and CZ.
Samples imported for certification do not need to be labeled according to TR TS.
But here is what is really important – proper customs clearance, confirmation of the purpose of import and
“transparent” testing procedure in an accredited laboratory.
