At the “Mashuk” Knowledge Center in Pyatigorsk, Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergey Kravtsov held the final meeting of the Ministry of Education board. They discussed the results of work for 2025 and tasks for 2026.
The welcome address to the event participants was sent by the Chairman of the Government of the Russian Federation Mikhail Mishustin. It was read aloud by the Deputy Prime Minister.
Dmitry Chernyshenko thanked the members of the Ministry of Education collegium for their effective joint work.
He noted that under the instructions of President Vladimir Putin, new federal projects have been launched, a new educational model has been formed, which is focused on the task of technological leadership.
“Systemic financing of the sector is ensured: only within the framework of the national project ‘Youth and Children’, about 300 billion rubles have been allocated for the Ministry of Education’s activities. Within the framework of national projects and programs, construction of 80 schools and 5 kindergartens has been completed, more than 1,500 school buildings have been renovated. In terms of personnel training, about 85% of graduates from pedagogical universities are employed in the first year after graduation. By 2025, this will be more than 30 thousand people,” reported the Deputy Prime Minister.
According to the results of last year, about 600 people were recruited to work in rural schools under the “Zemsky Teacher” program. Teachers received monthly payments for classroom management, mentorship, and the development of the mentoring institute for over 840 thousand classes and almost 96 thousand study groups.
The Deputy Prime Minister highlighted the work on the development of specialized professional education: “As Mikhail Vladimirovich Mishustin noted, the driving force here is the federal project ‘Professionalism’. We have managed to ensure a strategic shift towards SPO – today more than 63% of graduates choose this direction. In 2025, 136 more clusters of ‘Professionalism’ were created, including 13 in border and historical regions. About 2.8 thousand employers participate in the project; they have already invested more than 10 billion rubles. This is a transition to an industrial model of personnel training.”
To expand the availability of SPO, an experiment was launched last year, thanks to which young people can obtain a profession in a simplified mode. Currently, the pilot project is being conducted in 12 regions of the country.
Dmitry Chernyshenko emphasized that the unconditional priority remains the support of participants in the special military operation. In 2025, nearly 60 thousand participants of the SVO and their family members were enrolled in colleges as a first priority. Furthermore, there is an opportunity to receive specialized professional education again on a free basis. SVO participants and their children have the right to enter universities under a separate quota. In 2025, more than 1.7 thousand people were enrolled in 36 pedagogical universities of the Ministry of Education under such a quota.Thanks to the championships in professional skills “Abilympics”, social and professional rehabilitation of participants in the special military operation is underway.
During the organization of the summer health campaign, Dmitry Chernyshenko asked the participants to pay special attention to safety, the training of qualified personnel, and to prevent re-profiling.
In his report, the head of the Ministry of Education Sergey Kravtsov particularly emphasized that Russia ranks third in the world in the international olympiads in natural science subjects, as well as first among European countries in the international scientific olympiad over the past 5 years.
“We are implementing the tasks of the comprehensive plan of measures to improve the quality of mathematical and natural-scientific education until 2030 of the Government of the Russian Federation. I want to thank all the regional teams for their coordinated work, which yields amazing results. All indicators of the plan are being realized. Interest among schoolchildren in natural-science subjects is growing: this year, according to preliminary data, about 36% will take specialized exams in mathematics, computer science, or natural sciences.”According to the results of the exams, the proportion of high scorers in profile-level mathematics has increased (from 8.76% to 12.49%), chemistry (from 13.08% to 21.69%), physics (from 9.95% to 13.5%), and biology (from 4.67% to 8.76%). The number of those who did not overcome the minimum threshold has significantly decreased,” emphasized the Minister of Education.
The Head of the Ministry of Education informed that by Order No. 704, a unified calendar-lesson planning has been introduced, homework norms have been established, control tests have been reduced, an exam program has been set, and codifiers of the verified content elements have been approved.
Sergey Kravtsov emphasized that great attention is paid to career guidance: a unified model is designed for more than 8.5 million schoolchildren.
The Minister of Education noted that in 2025 a record number of applications were submitted to colleges – almost 4 million. He added that federal state educational standards are being updated. From 2022 to 2025, 299 FGOS SPO standards were approved, of which 33 are new.
He also reported that the competition for pedagogical universities in 2025 reached 12 people per budget place. Teacher training programs meet modern requirements – more than 80% of graduates are employed.
Last year, attention was paid to updating the infrastructure. In particular, the “OBZh” and “Labor (technology)” classrooms were re-equipped. This affected almost 23.3 thousand schools.
The head of the agency recalled that the summer wellness campaign in 2025, in the Year of Children’s Recreation, involved almost 6 million children, with 40.2 thousand camps operating, including after-school ones; 6.7 thousand inclusive shifts were held for 641 thousand children with special educational needs and disabilities. Sergey Kravtsov emphasized that every educational organization has an approved educational work program, and an appropriate program for children’s recreation organizations has been developed.
The Minister of Education also outlined the objectives for 2026. He highlighted the development of kindergartens and support for educators in the Year of Preschool Education, launching the projects “Good Games” and “Eaglets-Preschoolers.”
Sergey Kravtsov has stopped on the personnel issue: “Together with the All-Russian Education Trade Union, we continue constant monitoring of the workload and payment of teachers’ labor. Appropriate recommendations have been developed. They are unified under the principle of forming wages – the sizes of rates and salaries are increasing.”
Moreover, the Minister of Education drew attention to the continued development of the target training mechanism for pedagogical specialties, the implementation of the “Zemsky Teacher” program. Support tools for teachers are being introduced: one of them is the evaluation of behavior. A three-level evaluation model will be launched in 10 schools in each region from September 1. Another working mechanism is an official chat-bot for protecting the honor and dignity of pedagogical workers, developed by the Ministry. It started operating in early April and is available to teachers in all regions of the country through the MAX messenger.
According to the head of the department, active work is underway to prepare unified state textbooks. Special state textbooks are being developed for schoolchildren with disabilities.
“There is one main task – ensuring the safety of educational organizations. We are taking concrete steps to enhance anti-terrorist protection. Trainings will be held in the near future. We ask to approach them not formally and strictly follow all recommendations,” noted Sergey Kravtsov.
