From September 26 to October 3, the capital will host the 10th Festival of Financial Literacy and Entrepreneurial Culture. Its venues will include the “Lomonosov” cluster, city universities, colleges, schools, and kindergartens, as well as Moscow Longevity Centers and cinemas of the MosKino network. Adult and young participants can look forward to meetings with experts, practical workshops, master classes, quizzes, and games. The festival will conclude at the Moscow Production Center venue. All events are free, participation requires registration.

“For the 10th time within the festival, we are bringing together experts, industry professionals, and participants of various ages and specializations. For the adult audience, this is a great opportunity to reconsider traditional approaches to managing personal and family budgets; for young visitors, it is to lay the foundations of financial independence and responsible attitude toward money. Our task is to make financial education accessible to citizens, as well as to support interest in entrepreneurial activity. This year’s program is built around applied topics and life scenarios that Muscovites face every day. Participants will learn how to protect savings and personal data, build a long-term financial strategy, choose the right banking or insurance product, test a business idea, and develop a plan for growing their own business. The festival creates a space for direct dialogue with experts: here you can get not only the necessary theoretical base but also practical tools and recommendations that will allow turning knowledge into concrete actions, skills, and useful habits—in family, work, and business,” she said.

Elena Zyabbarova, Minister of the Moscow Government, head of the city Department of Finance.

The first day of the festival

The Moscow Festival of Financial Literacy and Entrepreneurial Culture will begin its work in the Lomonosov cluster (Ramensky Boulevard, building 1). On September 26, participants can expect a special program for schoolchildren, students, and youth. The focus will be on issues of financial independence, protection of money and personal data, a conscious approach to shopping, and the first steps in entrepreneurship. For example, young people will learn how to turn a hobby into a source of income, competently use artificial intelligence when starting their own business, and find their first clients.

The youngest participants will learn about the path money takes in a family—from parents’ earnings to everyday purchases and saving for big goals. For example, the quiz “Financial Literacy Lessons in the Faraway Kingdom” will help them understand important questions with the help of childhood-familiar characters. And in the workshop “Financial Security: How to Resist Online Scammers?”, teenagers will learn what is behind links and tempting offers on the internet, how not to let scammers take over their messenger or game accounts, and why personal data is necessary for them.

One of the key events on the first day will be a discussion with well-known bloggers Maxim Lutchak and Alexander Budarin. They will share their personal budget management experience and advice on how to find a balance between creativity and earning. Another meeting will be dedicated to the financial aspects of travel. Blogger and host of the program “Techno” Maxim Efimtsev will talk about how to properly plan trips, choose affordable airline tickets and lodging, as well as rationally plan expenses.

“Modern schoolchildren constantly use the internet, already in elementary grades they pay with bank cards, subscribe to services, and master various online platforms. The festival program is designed to teach children to navigate the digital environment confidently and safely, to motivate them to develop and dive deeper into the world of finance,” said Elena Chugarina, deputy head.

Department of Education and Science of the city of Moscow.

Interactive stations of Moscow colleges and the Main Directorate (GU) of the Bank of Russia for the Central Federal District (CFO) will operate in the lobby of the “Lomonosov” cluster, Department of Entrepreneurship and Innovation Development of the City of Moscow. Here participants will verify the authenticity of banknotes using professional equipment and play ‘Financial Darts.’ They will also find out how well they understand money-related issues, calculate taxes on a special calculator, and learn about in-demand professions in the financial sector.

Festival guests will be able to visit an interactive zone featuring various educational and gaming formats and services of the Moscow Department of Finance. For example, the “Hang Up” simulator will teach participants to recognize fraudulent calls and provide useful advice on how not to fall for scammers’ tricks. The augmented reality game “Step by Step to Financial Literacy” will help develop useful habits. Using tablets and touch panels, visitors will complete tasks as well as take tests and quizzes on investments, taxes, and digital security. VR simulators will immerse participants in simulated life situations where they will have to make financial decisions.

The day will conclude with the awarding of the winners of the “Financial Video Minute” contest and a festive concert.

Financial literacy in the city

From September 27 to October 2, the festival will become part of the everyday life of Muscovites: events will take place in the capital’s schools, colleges, universities, centers for Moscow longevity, and cinemas of the “Moskino” network.

So, toddlers will receive their first “salary” by playing “City of Professions” and will learn how to manage pocket money. Younger schoolchildren, after watching cartoons and answering quiz questions, will understand mandatory and optional expenses. High school students will try to create a personal budget.

At the Moscow Longevity centers, participants will discuss tax deductions, lifetime annuities, and ways to protect against phone scammers, while at the “Moskino” cinemas, experts will help viewers recognize real financial situations in the plots of famous films and draw practical lessons from them.

Special attention these days will be paid to issues of financial security. As part of the festival’s online program, the Bank of Russia will conduct a series of webinars. Participants will learn how to use the digital ruble, find out how to invest with a minimal budget, understand what is important to consider when opening a bank deposit, and receive current recommendations on protection against cyber fraud.

The head of the Central Federal District Department of the Bank of Russia, Rustem Mardanov, noted that the Financial Literacy and Entrepreneurial Culture Festival is a landmark event. For the 10th time, the Bank of Russia is co-organizing this large-scale capital project and values the festival for the opportunity to communicate directly with Muscovites, helping them acquire practical knowledge and confidence in their financial abilities.

Finance is a family affair

On October 3, the festival will conclude at the Moscow Production Center (7 Marshala Malinovskogo Street) with a large family program dedicated to the main question — how to turn an idea into a real business.

Children will be able to register a business as self-employed in a playful way, calculate service prices, and learn how taxes help build schools, equip parks, and develop cities. Adults who want to start their own business will analyze how to determine the break-even point, plan startup capital, and avoid the most common mistakes.

Those who plan to invest will learn how to assess risks, build a reliable portfolio, and use banking services with maximum benefit and security. Experts will pay special attention to practical matters: participants will master the step-by-step process of filling out a tax return to receive deductions, learn how to protect their budget from emotional spending and fraudulent schemes. In the interactive zone, guests will be able to complete various digital tasks and test their knowledge in practice.

The festival organizers are— Moscow City Department of Finance, Department of Education and Science of the city of Moscow and the Main Directorate of the Bank of Russia for the Central Federal District.
