In Petropavlovsk-Kamchatsky, Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev held a meeting on the socio-economic development of the Kamchatka Krai.
“Today we are working in the Kamchatka Krai. The fishing industry occupies an important place in the region’s economy. This year’s fishing season turned out to be not very successful, which was reflected in economic indicators. This issue was raised at the Eastern Economic Forum, at a meeting with the President of the Russian Federation. All relevant instructions have been given. In terms of some economic indicators, the region shows positive dynamics. The extraction of mineral resources is increasing. First and foremost — gold. Agricultural production has grown by 18% compared to the same period last year. Work continues on the implementation of the master plan of the Petropavlovsk-Kamchatsky urban district. Programs such as “Far East Hectare”, “Affordable rental housing” are operating,” Yuri Trutnev opened the meeting.
The long-term plan for the comprehensive socio-economic development of the Petropavlovsk-Kamchatsky urban agglomeration includes 51 infrastructure development projects. Four projects have already been completed. Seventeen projects are under construction, thirteen are in the design phase, and seventeen are in the planning stage. By the end of the year, it is planned to complete six more projects as part of the implementation of the master plans.
Measures to support the fisheries sector and the development of coastal settlements were considered. Support for the mining industry, stimulation of the transport and logistics sectors, work on updating maritime infrastructure, and the implementation of a large-scale infrastructure project to create a fiber-optic communication line towards the northern regions were discussed.
An increase in the pace of housing construction has been recorded. Last year, 366 apartments were built. The implementation of comprehensive residential development projects continues. “One of the key projects is the ‘Far Eastern Quarter.’ We will complete the first phase with 619 apartments in 2026, and the second phase with another 493 apartments is planned for delivery in 2027. Another important direction is the rental housing program. Together with JSC ‘DOM.RF,’ five contracts have been signed for 883 apartments in five multi-apartment buildings. So far, 268 people have moved in: participants of the special operation, medical workers, teachers, cultural and sports workers, as well as young and large families. Overall, today our construction portfolio includes 21 investment projects with a total investment volume of 36.5 billion rubles,” reported the head of the region, Vladimir Solodov, who also presented data on the resettlement of emergency housing.
The meeting agenda included the issue of supporting investment projects and attracting additional investments to the region. There are 212 investment projects being implemented in the region with government support measures, totaling 501.6 billion rubles. Actually, 233.5 billion rubles have been invested. 105 projects have been completed. More than 14 thousand jobs have been created.
Projects in the field of tourism implemented in the Kamchatka TOR were presented. In total, 135 residents carry out their projects in the Kamchatka TOR under agreements with the Corporation for the Development of the Far East and the Arctic. The total amount of declared investments is 252.1 billion rubles. Already invested is 145.5 billion rubles. It is planned to create 14.5 thousand jobs, of which 10.3 thousand have already been created.
“The tourism sector continues to demonstrate some of the highest growth rates among the industries of Kamchatka’s economy. We are consistently developing hospitality infrastructure both in Petropavlovsk-Kamchatsky and in the region’s districts: reaching a target of 10,000 accommodation places and forming a connected network of hotels across the entire peninsula. This is important not only for attracting guests but, above all, for the residents themselves – it is the development of territories, new opportunities for family recreation, and hundreds of new jobs,” Vladimir Solodov said.
Among the projects being developed at the Kamchatka TOR is the all-season tourist cluster “Park ‘Three Volcanoes'”. The project involves the construction of an international-standard resort and publicly accessible resort infrastructure around the Mutnovsky, Vilyuchinsky, and Gorely volcanoes. The key investor in the project is Interros. The updated concept of the cluster was announced at the 11th Eastern Economic Forum in September this year. The project will be developed in stages. By 2028, it is planned to open 16.6 km of ski slopes of various difficulty levels and the first gondola-type cable car. Initially, about 100 hotel rooms will be available. By 2030, the ski slope network will expand to approximately 30 km, a second gondola cable car will be launched, and the hotel capacity will increase to 500 rooms. The active phase of resort construction began in June 2025. After a seasonal break, work resumed in the summer of 2026. The resident plans to invest a total of 35.6 billion rubles. As of the end of Q2 2026, 5.5 billion rubles have been invested.
A hotel and business complex “Ankilon” with 157 hotel rooms and an area of more than 32,000 square meters will be built in Petropavlovsk-Kamchatsky.
The development of the tourism sector will be supported by projects for the creation of a five-star hotel complex with a thermal spa complex (LLC “Berloga”), a year-round children’s health camp “Volcano” (LLC “CHC ‘Volcano'”), a five-star hotel and entertainment complex “Honka Kamchatka” (LLC “Honka Kamchatka”), and a large hotel complex Cosmos Collection Kamchatka, including a separate hotel with 85 rooms featuring guest infrastructure and a spa complex, cottages, and a restaurant.
“There are a number of promising projects in Kamchatka. Some investors have slowed down the pace of project implementation. I concluded the meeting by saying that we can choose whom we really should support because support measures affect the efficiency and speed of project implementation. We need investment projects. They are needed by the citizens of the Russian Federation, who increasingly choose the Far East as their place of rest. These projects are needed by the Kamchatka region because they provide an opportunity to replenish the budget. We will more actively push investors to fulfill their commitments faster,” summed up Yuri Trutnev the results of the meeting.
