The government continues to create conditions for the introduction of advanced technologies in industry through a mechanism of subsidizing preferential loans of the cluster investment platform. An order has been signed to allocate more than 5.8 billion rubles in 2026–2031 to subsidize the preferential loan rate for the implementation of the investment project “Creation of production of import-substituting chemical products (PETF, PBT) based on modern technology.”
A new high-tech manufacturing facility will be launched at the Pskov plant “Titan-Polymer.” Polymer pellets will be produced there, which serve as raw materials for producing polyester fibers and threads, films, nonwoven materials, engineering plastics, bottle preforms, and a number of composite materials. They are in wide demand in the textile industry, mechanical engineering, automotive industry, electronics industry, medicine, and many other sectors.
The total cost of the project will exceed 21 billion rubles. The own funds of LLC “Titan-Polymer” will amount to more than 4.2 billion rubles, the rest is planned to be raised through a concessional loan.
Work is being carried out within the framework of the federal project “Development of Chemical Production”, which is part of the national project to ensure technological leadership “New Materials and Chemistry”.
The cluster investment platform is a tool aimed at providing preferential loans to Russian industrial enterprises for implementing investment projects involving the production of priority products.
Speaking about the decision made at at the meeting with the deputy prime ministers on September 21, Prime Minister Mikhail Mishustin noted that it is aimed at strengthening the country’s technological sovereignty and will help Russian businesses establish the production of priority chemical products that have no Russian equivalents, as well as form new cooperative ties and technological chains.
