Artificial intelligence technologies expand the capabilities of the procurement system

Artificial intelligence technologies are becoming one of the tools for the development of Moscow’s contract system. They are being implemented to support users and are planned to be used for documentation analysis and automation of certain procurement processes. The head of the Moscow Department for Competitive Policy spoke about the role of digital solutions in the work of customers and suppliers. Kirill Purtov at the XI Moscow Financial Forum.

“The Moscow procurement system annually ensures the conclusion of more than 400 thousand contracts and agreements amounting to about 2.5 trillion rubles. With such volume, automation becomes one of the key factors in increasing the efficiency of procurement activities. The next stage is the development of a service model, within which the customer formulates the need, and some standard and repetitive operations are automated. Since October 2025, using robotic mechanisms in the unified automated information system for city of Moscow trades, 7.2 thousand lots amounting to 216 billion rubles have been created, and artificial intelligence has helped process more than 61 thousand user requests. Further development of such solutions potentially will allow the contracting cycle to be reduced from 40 to 20 days,” noted Kirill Purtov.

A specialized digital environment for procurement has been created in the capital — a unified automated information system for Moscow city trades (EAIST). It combines the main stages of contracting — from planning and coordinating needs to document formation, determination and justification of the initial price, contract signing, as well as the collection of statistics and analytics. On average, about 550 notices are published daily through EAIST and around two thousand contracts are concluded.

The 11th Moscow Financial Forum is being held at the Central Exhibition Hall “Manezh.” It is organized by the Ministry of Finance of the Russian Federation and Government of Moscow. The forum brings together representatives of federal and regional agencies, leading companies, and the expert community to discuss current issues of economic policy, financial system development, and the long-term sustainability of the economy. The forum was held for the first time in Moscow in 2016.

Year after year, Moscow maintains its leading position among regions in procurement transparency, confirming its status as the largest customer in the country with an average annual contract volume of more than two trillion rubles. The capital leads in In the national procurement transparency ranking, which became possible thanks to the standardization of procedures, the introduction of digital technologies, and the active involvement of small and medium-sized businesses in government procurement.
