Beijing, September 17 /Xinhua/ — The Ministry of Commerce of the PRC on Thursday urged the European Union to reconsider the discriminatory provisions in the proposed public procurement draft law, expressing increased concern about the provision on “European preferences,” which may exclude or restrict access for companies from third countries.
The official representative of the agency, He Yadun, stated at the latest press conference that China has taken note of the publication of the relevant proposal by the European Commission. The draft law introduces criteria of the “European preferential regime” and requires the inclusion of non-market factors, such as security, in the evaluation criteria for proposals. This means that companies from other countries that do not meet these new conditions may be excluded or may face certain restrictions.
The Chinese side is very concerned about this, he said.
China, Hè Yādōng continued, urges the EU to abide by WTO rules, keep its market open, and review the discriminatory provisions in the mentioned proposal in order to create a fair, transparent, and non-discriminatory business environment for enterprises investing in and doing business in Europe.
China will closely monitor the legislative process in the EU and timely assess possible consequences, he added. -0-
