Deputy Prime Minister Dmitry Chernyshenko approved an action plan for the development of endowment funds of educational and scientific organizations, including engineering universities, until 2036.
The corresponding order was given by the Chairman of the Government Mikhail Mishustin following the results strategic session on the development of higher and secondary vocational education to achieve technological leadership in June of this year.
“By the order of President Vladimir Vladimirovich Putin, we have developed proposals to improve the mechanisms for the formation and use of the target capital funds of educational organizations. As of January 1, 2026, there are 184 funds in Russia in the field of higher education with a capital volume of 24.1 billion rubles. Target capital is not only a powerful financial resource but also a tool for long-term development. Our task is to make it accessible not only to the largest universities but also to educational and scientific organizations in the regions,” said the Deputy Prime Minister.
He added that systematic work is devoted to improving this mechanism, which is reaching a new level thanks to the approval of an action plan for the development of the Federal Competence Center of educational and scientific organizations. It includes 17 activities across five areas: expanding tools for forming targeted capital, developing collective management models, creating official statistics, knowledge centers and consulting infrastructure, as well as enhancing the qualifications of university teams.
The head of the Ministry of Education and Science, Valery Falkov, in turn, noted that studying successful experience, exchanging practices, and preparing professional teams will allow not to start the path from scratch each time, but to use already created models and solutions.
“In the long term, the development of endowment funds will contribute to strengthening the financial sustainability of universities and research organizations, supporting educational and research initiatives, developing human capital, and retaining young people in the regions,” said the minister.

“The Ministry of Economic Development pays special attention to the development of endowment funds, as endowments are becoming an increasingly significant tool for long-term financing of the social sector. Out of 17 activities in the plan, 12 are assigned to our agency. The focus is on issues such as recognizing endowment owners as qualified investors, the possibility of using venture investments, as well as rating systems for funds,” noted Minister of Economic Development Maksim Reshetnikov.
