Deputy Prime Minister Dmitry Chernyshenko and Minister of Economic Development Maxim Reshetnikov visited the Skolkovo Institute of Science and Technology (VEB.RF group). During the working visit, they discussed with the university leadership the further development of the institute, its interaction with industrial and regional partners, the development of technological entrepreneurship, and the application of artificial intelligence in research and education.

“Despite the university’s compactness, all other parameters are absolutely outstanding. It’s great that you managed to maintain international research efforts. The infrastructure, environment, and atmosphere at the university encourage scientific activity and contribute to achieving technological leadership – a national goal set by President Vladimir Vladimirovich Putin. You are our support in the field of artificial intelligence. The university has won in the selection of research centers in the AI sector, which was conducted by the Ministry of Economic Development. We are counting on you,” said Dmitry Chernyshenko.

The Deputy Prime Minister and the head of the Ministry of Economic Development were presented with solutions based on photonic integrated circuits for telecommunications infrastructure, as well as high-precision measurement systems. Photonic technologies enable the creation of compact and highly accurate devices for a wide range of applied tasks.

To enhance the reliability of the energy infrastructure, Skoltech has developed an ice formation monitoring system for power lines. The system’s sensors collect meteorological data, measure wire tension to determine the weight of the ice load, and monitor its temperature. This allows for management of the ice melting process and prevention of wire overheating.

Another direction is the technology for producing import-independent sodium-ion batteries with specified properties. They allow adapting the operation of energy storage to temperatures down to -60°C, which is especially relevant for operating devices in the Far North, Siberia, and the Arctic. The research was initiated by the Governor of Krasnoyarsk Krai, Mikhail Kotyukov, and is being carried out jointly with the Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences. The project is supported by a major grant from the Russian Science Foundation in memory of Academician Yevgeny Velikhov.

Skoltech scientists also presented a domestic technology for 3D printing ceramic products of complex shapes. It can be used in medicine, mechanical engineering, the oil and gas, and aerospace industries. In the chemical sector, developments in mass spectrometry and medical equipment are in demand.

In the telecommunications field, the institute is developing a prototype of a 5G Advanced base station with support for Massive MIMO 64T64R. The system includes proprietary software and an active antenna module and is designed to test technological solutions for prospective 5G Advanced and 6G networks. The project is being implemented within the framework of a subsidy from the Ministry of Digital Development.

During the visit, Dmitry Chernyshenko and Maxim Reshetnikov visited the shared-use center “Fablab and Workshop” – a prototyping center where Skoltech students and staff can bring scientific ideas to real products and experimental models using modern equipment.

“The main task right now is to help startups build the full cycle – from idea to finished product. For each direction, it should be clear what technology is being created, for which market, who the potential customer is, and how it can be scaled. At the same time, we need to see not only the number of patents and developments but also how many of them have been implemented, generated revenue, and led to new innovative companies, because technological entrepreneurship is becoming a distinct driver of structural changes in the economy. As a result, Skoltech is not just a strong research university but one of the country’s centers for assembling breakthrough projects,” said Minister of Economic Development Maksim Reshetnikov.

The Vice Prime Minister and the head of the Ministry of Economic Development were shown the technology for editing wheat TMS genes, which opens up opportunities for creating new varieties with increased productivity. Three startups created by Skoltech scientists with the support of development institutions presented their projects. “Labadvance” is developing microfluidic technologies for the oil and gas industry, medicine, biology, and small-scale synthesis. “AlloyTech” demonstrated a technology for purifying transition elements, which are in demand for microelectronics. “Oil Gene” is developing the first plant marker and genome selection service in Russia, which conducts genetic testing of breeding and seed material.

“Skoltech emerged in the country’s innovative scientific and technological landscape as a pioneer. Today, our task is to continue forging new paths for technological development, consolidating critically important competencies around ambitious projects, and developing connections with industry, academia, and partners,” noted Skoltech rector, RAS academician Yulia Gorbunova.
