The mechanisms of infrastructural budgetary loans (IBK), special treasury loans (SKK), and treasury infrastructural credits (KIK) help create comfortable living conditions for Russians and give an impetus to the socio-economic development of the regions. Since 2022, the implemented projects have contributed to the commissioning of over 48.5 million square meters of residential property, said Deputy Prime Minister Marat Khusnullin.
“Within the framework of the national project ‘Infrastructure for Life,’ we are addressing the task of comprehensive renewal of populated areas, creating infrastructure of a new quality. In this work, one of the most in-demand and effective tools for supporting regions has become infrastructure loans. They are issued on favorable terms — at 3% per annum for 15 years. To date, with their help, 1,045 facilities and activities have been completed in 77 regions. These are new roads, schools, hospitals, engineering networks — things that directly change the quality of life for millions of citizens. In turn, such projects produce a multiplicative effect: creating a comfortable living environment for people, developing territories, economic growth — and all this without a heavy burden on regional budgets. Thus, thanks to implemented projects since 2022, more than 48.5 million square meters of housing has been commissioned in the regions, approximately 5.2 trillion rubles of extrabudgetary funds have been attracted, and almost 235,000 jobs have been created. In 2025, tax and non-tax revenues of 410.3 billion rubles are ensured,” said Marat Khusnullin.
For example, in the Saratov region, a major overhaul of the water supply network was carried out in Krasny Kut, which improved the quality of water supply. In the village of Dobrograd in the Vladimir region, a kindergarten for 220 children was opened. In Oryol, the construction of the storm sewer network was completed, and in Severomorsk, Murmansk region, the boiler unit of the boiler house was fully renovated. Additionally, in Vladivostok, the Sergey Lazo Park of Culture and Leisure was improved.
“Support for regions through financial instruments such as budget loans has proven to be in high demand and consistently delivers positive results. The region can allocate funds for the construction of road, transport, and social infrastructure, the modernization of communal infrastructure, the renewal of public transportation, landscaping, the creation of tourism infrastructure, the establishment of industrial park infrastructure, technopark infrastructure, and special economic zones. Currently, 1,179 facilities and activities are underway. For example, the Nizhny Novgorod region actively uses infrastructure menu tools to implement projects for the development of the public transport system. The President of the Russian Federation has endorsed the comprehensive development project of the Nizhny Novgorod agglomeration, which includes extending the Avtozavodskaya line with the construction of the “Ploshchad Svobody” and “Sennaya” stations. This will increase the annual metro passenger flow from 12.5 million to 18.7 million passengers,” said the First Deputy Minister of Construction and Housing and Utilities, Alexander Lomakin.
In addition, in Kaliningrad, wastewater treatment facilities are being reconstructed to increase capacity to 250,000 cubic meters per day. In the Krasnodar region, a new water pipeline from Kabardinka to Gelendzhik, 18 km long, will be built. In Dagestan, the Chirkey–Makhachkala–Kaspiysk main water pipeline is under construction. In the Yamalo-Nenets Autonomous Okrug, engineering infrastructure is being created for the tourist complex “Ray-Iz”. In the Yakutsk area, a bridge crossing over the Lena River is being built.
The operator of the infrastructure loan program under the supervision of the Ministry of Construction of Russia is the Territorial Development Fund.
“Continuing the IBC program, in 2025, by order of the President, treasury infrastructure loans were launched. The Presidium of the Government Commission for Regional Development under the leadership of Marat Khusnullin has approved 781 facilities and activities within 278 projects, for the implementation of which about 391 billion rubles of TIC will be allocated in 86 regions. Currently, the project selection process is ongoing — the second stage of competitive selection for projects to be implemented in 2028–2030 is underway. The Territorial Development Fund, as the program operator, supports the regions at all stages: it assists in preparing applications, launching the necessary processes, and conducts monitoring until the full completion of construction, to ensure that each project is implemented with quality and on time,” said Vasiliy Kupyzin, General Director of the Territorial Development Fund.
