“President Vladimir Vladimirovich Putin instructed us to develop and support the volunteer community. I remind you that on the Dobro.RF platform, almost 10 million volunteers are registered. Since 2018, under the Region of Good Deeds program, which since 2025 has been part of the national project ‘Youth and Children’, 77 subjects have received more than 1.6 billion rubles for the development of volunteering. This year, the winning regions will be allocated more than 180 million rubles for project implementation in 2027,” stated Deputy Chairman of the Government Dmitry Chernyshenko.

Applications for participation in the competition are submitted by authorized representatives of the region through the Dobro.RF platform. At the first stage, experts evaluate the applications submitted remotely. The best participants present to the competition committee at the in-person stage. For example, seven deputy heads of regions and more than 50 heads of profile departments joined the in-person defense of projects last season. “Last year, 69 subjects became participants in the ‘Region of Good Deeds’ contest, among which, for the first time, the winners were the Penza, Zaporizhzhia, Kherson, and Jewish Autonomous regions. State support is directed towards the development of infrastructure for volunteers, procurement of equipment, training of coordinators, conducting regional forums and campaigns. This allows creating all conditions so that volunteerism becomes a culture of citizens in our country, and every Russian has equal access to participation in the social life of the state,” noted the head of Rosmolodezh, Grigory Gurov.

Applications have been launched for the All-Russian contest of best practices in support and development of volunteering “Region of Good Deeds.”

To participate in the competition, the region develops a comprehensive volunteer development program. The application includes a description of two blocks: the development of volunteer support infrastructure in the subject of the Russian Federation and the holding of activities to involve residents in volunteering — forums, campaigns, popularization of the “Dobro.RF” platform. The content of the program is determined independently by the region, based on its own needs and available resources.

“By 2025, thanks to the ‘Region of Kind Deeds’ project, 71 ‘Dobro.Center’ facilities will have been repaired or equipped across various regions, and already 170 organizations will be involved in this update. Subsidies help not only to create modern, comfortable, and multifunctional spaces but also to implement educational programs, conduct campaigns and events, and develop sustainable mechanisms for engaging citizens in socially beneficial activities,” notes Artem Metelev, head of the ‘Dobro.RF’ ecosystem and chairman of the State Duma Committee on Youth Policy.
