Tianjin, September 16 /Xinhua/ — On Tuesday, a subsidiary of the China National Offshore Oil Corporation /CNOOC/ began construction of facilities for a major oil and gas project in Qatar at the production base in the coastal city of Qingdao, Shandong Province, in eastern China.
This company – Offshore Oil Engineering Co., Ltd. /COOEC/ – is the general contractor of the Qatari Bul Hanine /BH/ EPIC project with a total contract amount of about 4 billion USD.
According to COOEC, this project is the largest in terms of contract amount, the most extensive in terms of business sector coverage, and the technically most complex international engineering, procurement, installation, and construction (EPIC) project in the offshore oil and gas industry currently being carried out by a Chinese enterprise.
This project testifies to the further enhancement of China’s global competitiveness in high-end marine engineering and is expected to boost the high-quality advancement of the joint construction of the “Belt and Road” initiative and deepen international cooperation in the oil and gas sector, the company stated.
The project, financed and implemented by QatarEnergy, is located at the Bul Hanine oil field in Qatari waters of the Persian Gulf. The project includes more than 60 offshore oil and gas infrastructure facilities, 40 subsea pipelines and cables, as well as the modernization of existing platforms and the dismantling of decommissioned obsolete facilities.
This project will require more than 130,000 tons of steel, and it covers the entire chain of work: design, procurement, construction, transportation, installation, and commissioning activities.
According to Liu Pen, construction manager of the BH EPIC Qatari project at COOEC, leveraging the advantages of a complete integrated production chain of domestic marine engineering and achievements in digital transformation and upgrading, the company widely applies three-dimensional digital modeling technologies and end-to-end engineering simulation forecasting to create a benchmark international cooperation project in the oil and gas industry.
In recent years, COOEC has been expanding its presence in the international market of high-end marine energy engineering. From 2021 to 2025, the company has implemented more than 170 overseas projects in countries such as Saudi Arabia, Qatar, Uganda, and Thailand.
