Good afternoon, dear colleagues!

Mikhail Mishustin held a strategic session on the investment climate and the National model of targeted business conditions.

Today, we will examine in detail how the implementation of the national model of targeted business conditions is progressing. We will outline steps for further improving the effectiveness of decisions made to enhance the business climate.

This strategic document was prepared on the instructions of the President. Its key task is to help bring our country into the top twenty global leaders in this field.

Despite all existing challenges, Russia continues to develop. The government is shaping a supply-side economy with a focus on supporting domestic production of finished products and components. Trade with friendly countries is expanding at double-digit rates, including through the supply of our non-raw non-energy goods.

National projects are being consistently implemented, within which issues of achieving technological leadership in a number of areas are addressed. Scientific centers are being opened, roads and engineering communications are being constructed.

During a recent meeting of the Council for Strategic Development and National Projects, the President emphasized that an important task remains the launch of a new investment cycle. To achieve this, it is necessary to continue creating convenient and predictable conditions for investors, based on the requests of entrepreneurs, the needs of the regions, and the interests of the country as a whole.

The government, together with the Agency for Strategic Initiatives and representatives of the business community, continues to improve mechanisms aimed at increasing investment attractiveness. The national model is a system of key performance indicators and “roadmaps” for achieving them by 2030.

The federal level includes 11 areas – from business registration and taxation to innovation and patent law. More than 250 activities have been developed to implement them. And working groups, mostly composed of representatives of businesses and business associations.

Work this year is proceeding actively. A number of important regulations have been adopted. For example, the range of potential participants in tenders for comprehensive territorial development has been expanded, the law aimed at increasing flexibility in labor relations has been adjusted, and the processing times for applications for inventions and utility models in the field of green technologies have been reduced.

Today we will discuss in detail how the initiatives developed in response to new business demands should be carried out. And how the barriers identified following the implementation of already completed activities are being removed.

Dear colleagues!

I draw your attention to the fact that it is important to use all the capabilities and resources we have in this work. The joint efforts of the Government, the Agency for Strategic Initiatives, and business communities should be aimed at creating additional — effective tools. These tools will allow for dynamic progress in improving investment conditions in Russia, confidently offsetting both existing and potential global challenges in the future.
