Every year before the start of the school year, curators from the Traffic Management Center (TsODD) visit schools to assess the situation and identify potentially dangerous spots. Specialists check the visibility of road signs and traffic light signals, the convenience and safety of pedestrian crossings, drivers’ compliance with speed limits, and the presence of accidents in the area. The curators evaluate how safely one can approach the school and drop off a child without creating obstacles for other road users. Not only are the inspection results taken into account, but also the accident statistics for the area and residents’ complaints.
This year, the curators of the Moscow Traffic Management Center inspected the areas near 929 schools in all districts of Moscow and prepared projects to improve road safety. Some measures have already been implemented by the start of the school year, while more extensive projects are planned for autumn.
“Child safety on the roads is one of our priorities within the transport development strategy until 2030, which was approved by Sergey Sobyanin. With the start of the school year, we pay special attention to students’ routes. Road supervisors from the Traffic Management Center inspected the streets near 929 educational institutions and prepared projects to change traffic patterns. More than 100 priority initiatives have already been implemented by September 1: 27 new crossings, 24 speed bumps, and five safety islands have been installed, traffic lights have been set up at two addresses, 41 parking spaces created, and other works carried out. This fall, we will implement over 300 more projects,” said the Deputy Mayor of Moscow for Transport and Industry.
Priority was given to solutions that directly affect the safety of students’ daily routes and can be implemented before the start of the school year. These include the arrangement of pedestrian crossings, artificial road bumps and safety islands, installation of “Children” signs, changes in speed limits, introduction of restrictions on stopping and parking, as well as local work such as pruning tree crowns that blocked the visibility of road signs.
By the beginning of the school year, the curators of the Traffic Management Center (ЦОДД) completed over 100 priority measures to improve road safety. Specifically, speed limits were changed in 18 locations, and stopping and parking restrictions were introduced in 14 locations by installing “No Parking” and “No Stopping” signs. Additionally, the Traffic Management Center projects led to the installation of traffic lights at two addresses, placement of 23 noticeable “Children” signs with yellow-green reflective borders, and creation of 41 parking spots for safe boarding and alighting of children.
Thus, on 3rd Kabelnaya Street near the preschool department of school No. 1321 “Ark,” a pedestrian crossing with a safety island and speed bumps was arranged, the speed limit was changed from 60 to 30 kilometers per hour, and 14 parking spaces were added, including two for disabled persons.
Targeted improvements also affected other areas. New pedestrian crossings appeared on Zagorodnoye Highway near house 9, as well as on Deguninsky Passage (in the area of house 12a on Beskudnikovsky Boulevard) and on Project Passage No. 2017 near house 5a, building 1 on Beregovoy Passage. They will help children safely get to the buildings of schools No. 630 and 1383, the A.A. Alyabyev Children’s School of Arts, and the International School “Start.”
New traffic lights have been installed on Novokosinskaya Street (house 41) and Isakovskogo Street (house 29, building 1). Now the crossings near schools No. 1591 and 1519 have become regulated. In the Ptichnoye settlement on Tsentralnaya Street, two safety islands have been arranged, allowing schoolchildren to wait in the middle of the road and continue on their way after making sure that drivers yield to them.
“Children” signs were placed on Danilovsky Val and Sosensky Stan streets. They remind drivers to be more attentive near children’s institutions, especially in the morning and evening when children are going to school and returning home. The speed limit was changed on the passage from Zagorodnoye Highway to Simferopol Highway and on Korolenko Street: now the maximum allowed speed is 30 kilometers per hour instead of 60. This change allows drivers to notice a child on the road in advance, react promptly, and stop safely.
In the autumn, it is planned to equip 47 pedestrian crossings, 72 speed bumps, and 19 safety islands. The speed limit will also be changed on 93 sections, parking will be restricted in 65 areas, traffic lights will be installed at 14 locations, 47 “Children” signs will be placed, and 375 new parking spaces will be created.
All measures are part of the systematic work of the Traffic Management Center to analyze accidents. They are aimed at making schoolchildren’s daily routes as safe and comfortable as possible.
