Andrey Rudskoy, Rector of Peter the Great St. Petersburg Polytechnic University, and Dmitry Arsenyev, Vice-Rector for International Affairs, took part in an offsite meeting of the Ministry of Science and Higher Education of the Russian Federation at the Russian-Tajik (Slavic) University (RTSU). The meeting, led by Konstantin Mogilevsky, Deputy Minister of Science and Higher Education of the Russian Federation, took place on September 12 in Dushanbe and was dedicated to a new stage in the development of RTSU.
RTSU is one of four universities participating in the project of the Ministry of Education and Science of Russia “Slavic Universities,” along with the Russian-Armenian, Belarusian-Russian, and Kyrgyz-Russian Slavic Universities. SPbPU acts as its coordinator and expert partner, helping the university develop modern educational, scientific, and management practices.
During the visit, Konstantin Mogilevsky met with the RTSU team. At the meeting, the new rector Alexey Zolotukhin was officially presented, a Doctor of Law, professor, honored worker in the field of education of the Russian Federation, and author of more than 100 scientific works.
Konstantin Mogilevsky outlined the tasks of RTSU for the next five years, and Aleksey Zolotukhin presented to the staff the main objectives of the university’s new development program. At the request of the Deputy Minister, Andrey Rudskoy also spoke to the employees. The rector of Polytech discussed the tasks of the new stage, the continuity of the educational model “school — SPO — university,” the expansion of the continuous educational trajectory, as well as the scientific and youth agenda.
Dear colleagues, you are not alone. You are part of a very strong, dynamically developing, modern higher education system of Russia and at the same time part of the higher education system of Tajikistan. This is your uniqueness and your advantage. Our joint task is to strengthen specific areas of cooperation to open up new opportunities for the development of RTSU, emphasized Konstantin Mogilevskiy.
Special attention at the meeting was given to the promotion of the Russian language. In this work, RTSU will be supported by the A. S. Pushkin Institute of the Russian Language and Tomsk State University. Konstantin Mogilevskiy also noted that in 2026 the 30th anniversary of the intergovernmental agreement on the activities of RTSU will be celebrated, and reported on the resumption of work on new modern agreements that should establish the current principles for the development of the university.
The working meeting brought together representatives of leading Russian universities and branches of Russian universities in Tajikistan. Participants included RUDN, MGIMO, HSE, NITU MISIS, MEI, DSTU, RSUH, FEFU, Tyumen State University, SPbGEU, and other universities. Participants presented proposals to expand educational, scientific, and humanitarian cooperation with RTSU.
Andrey Rudskoy presented a set of measures that Polytechnic proposes to implement together with RTSU within the framework of the new development program for 2026–2030. Among the key directions are the launch of networked educational programs in natural sciences, applied computer science, and management, improving the quality of education, forming RTSU’s personnel reserve, and developing joint scientific and youth projects.
For the Polytechnic University RTSU has become a very close partner over the past year and a half. During this time, we have together progressed from individual events to building systematic work for the university’s development. Today, we have the opportunity to take the next step — to move from supporting individual projects to forming sustainable joint development mechanisms across all key areas of activity. Polytech is ready to continue being alongside as a coordinating university, expert partner, and a university sincerely interested in making RTSU even stronger, noted Andrey Rudskoy.
The cooperation between SPbPU and RTSU has already reached the stage of deep integration. Experts from Polytech held a project-analytical session in Dushanbe to develop the RTSU development program until 2030, which successfully passed a comprehensive examination by the Ministry of Science and Higher Education of Russia in the spring. In addition, dozens of heads of educational programs and university teachers were trained.
The new cooperation architecture between the two universities will be built around four practical areas. These include the implementation of network educational programs and project activities with RTCU students having access to SPbPU laboratories, the creation of a talent pool of managers with internships at Polytech, the launch of joint dissertation councils for training research personnel, and the expansion of academic mobility for students.
The discussion of the educational ecosystem also touched on tasks such as the modernization of the secondary general education school of RTSU, the digitalization of the university, the development of an electronic library, the implementation of digital services in management and the educational process, as well as the formation of a new RTSU branding with the assistance of the Polytech expert group.
A separate working meeting between Andrey Rudsky and Alexey Zolotukhin was dedicated to the current state of cooperation between SPbPU and RTSU, the results of joint projects, and specific plans for 2027. The participants of the meeting confirmed that further work should be focused not only on individual events but also on sustainable mechanisms for the university’s development — educational programs, personnel training, scientific projects, digital infrastructure, and youth agenda.
During his visit to Dushanbe, Andrey Rudskoy paid tribute to the shared historical memory: he laid flowers at the Eternal Flame in the Victory Park on the Alley of Heroes and honored the memory of internationalist soldiers on the Alley of Glory to the Afghan veterans.

The off-site meeting at RTSU became an important step in shaping a new trajectory for Russian-Tajik university cooperation. For Polytech, participating in this work is a continuation of the mission as coordinator of the “Slavic Universities” project: to help partner universities move from individual initiatives to systemic development mechanisms that integrate education, science, management, digital environment, and the training of new generations of specialists.
