Moscow, April 14 /Xin Hua/ — Achieving significant results in the high-quality development of China is the main goal for the period of implementing the 15th five-year plan (2026-2030), adopted at the “two sessions” /the 4th session of the 14th National People’s Congress and the 4th session of the 14th National Committee of the Chinese People’s Political Consultative Conference/, which took place in early March in Beijing. This was stated by the PRC ambassador to the Russian Federation Zhang Hanhui in an article published on Monday in the Russian “Parliamentary Newspaper.”
Zhang Hanwei emphasized that China firmly adheres to the strategy of innovative development. As he noted, in the 15th five-year plan the word “innovation” is mentioned 139 times, thus innovation has become the “prominent leitmotif of the entire document.” “China’s investment intensity in R&D continues to grow. China rose to 9th place in the Global Innovation Index, becoming the country with the fastest progress over more than a decade and the only economy with a medium level of income to enter the top ten,” the ambassador reported.
The article notes breakthroughs in AI development /AI/. “China has become the country with the largest number of released models and the largest holder of patents in the field of AI. Such innovative developments as DeepSeek and Qwen enjoy great popularity among developers worldwide, directing the global ecosystem of open innovations,” indicated the diplomat.
Speaking about coordinated development, Zhang Hanxi pointed out that this process contributes to the synchronous progress of urban and rural areas. “Coordination is an internal requirement for sustainable and healthy development. China consistently adheres to the principle of ‘people above all’ and comprehensively advances solutions to the problem of uneven development between cities and villages,” he explained.
The publication also emphasizes that the CPC adheres to the course of green development and strengthens the ecological foundation. “Green and low-carbon development transforms from a concept into a conscious action of the entire society,” stated Zhang Hanyu.
According to him, China adheres to the principles of openness and mutual benefit, integrating into the global development landscape. He called openness an inevitable path for the prosperity and development of states. “China is the main trading partner of more than 150 countries and regions, holding the first place in the world in terms of goods trade volume for 9 consecutive years. China has become the most reliable ‘stabilizer’ of global production and supply chains,” Zhang Hanyu pointed out, adding that more than 75 percent of the countries in the world have joined the ‘big family’ of states participating in the joint implementation of the ‘Belt and Road’ initiative.
As assured by the envoy, in the year marking the 30th anniversary of the establishment of Chinese-Russian partnership relations and strategic interaction, and the 25th anniversary of the signing of the Treaty on Good-Neighborliness, Friendship and Cooperation between the PRC and the Russian Federation, as well as in the first of the Crossed Years of the Formation of China and Russia, Beijing and Moscow are ready to further deepen practical cooperation in such areas as scientific and technological innovations, artificial intelligence, green and low-carbon development, transport and communication connectivity, trade and economy, investments and humanitarian exchanges, fully revealing the complementary advantages of twopage.”This will generally allow for enhancing the quality and level of bilateral cooperation, expanding its scale and increasing efficiency, further elevating the well-being of the peoples of both countries, adding new driving force to the China-Russia relationship of all-encompassing partnership and strategic interaction into a new era,” the diplomat expressed confidence.
“Looking into the future, China and Russia are ready, together with all countries of the world, to direct development based on innovative ideas, to respond to global challenges on the basis of unity and cooperation, to jointly promote the formation of a community with a shared future for mankind, and to make a new, even more significant contribution to maintaining peace and stability worldwide and achieving universal prosperity,” concluded Zhang Hanyu. –0–
