Decisions made at the Government meeting on September 9, 2026:
1. On the draft federal law “On Amendments to Article 783 of the Budget Code of the Russian Federation”
The bill is aimed at extending to subsidies provided from the federal budget to state corporations (companies) and public-law companies requirements similar to the general requirements for the procedures for granting subsidies to legal entities.
Government Decision:
Approve the draft federal law “On Amendments to Article 783 of the Budget Code of the Russian Federation” and submit it to the State Duma in the prescribed manner.
2. On the allocation to the Ministry of Finance of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budgetary appropriations for providing the budget of the Republic of Crimea with a subsidy to support measures to ensure the balance of budgets of the constituent entities of the Russian Federation
Government Decision:
To adopt the draft order of the Government of the Russian Federation on this matter.
3. On the allocation to the Ministry of Finance of Russia in 2026 from the Reserve Fund of the Government of the Russian Federation of budgetary appropriations on the provision of subsidies to the budgets of the Altai Republic, the Chechen Republic, Ryazan Oblast, and Tver Oblast to support measures to ensure the balanced budgets of the constituent entities of the Russian Federation

To adopt the draft order of the Government of the Russian Federation on this matter.
4. On the draft federal law “On Amendments to Articles 2 and 5 of the Law of the Russian Federation ‘On the Right of Citizens of the Russian Federation to Freedom of Movement, Choice of Place of Stay and Residence within the Russian Federation'”
The bill is aimed at bringing the terminology used in the Law of the Russian Federation dated June 25, 1993 No. 5242-1 “On the Right of Citizens of the Russian Federation to Freedom of Movement, Choice of Place of Stay and Residence within the Russian Federation” regarding accommodation facilities in line with the provisions of the Federal Law of November 24, 1996 No. 132-FZ “On the Foundations of Tourist Activity in the Russian Federation.”
Government Decision:
Approve the draft federal law “On Amendments to Articles 2 and 5 of the Law of the Russian Federation ‘On the Right of Citizens of the Russian Federation to Freedom of Movement, Choice of Place of Stay and Residence Within the Russian Federation'” and submit it to the State Duma in the prescribed manner.
5. On the draft federal law “On Amendments to the Federal Law “On Geodesy, Cartography and Spatial Data” and on Amendments to Certain Legislative Acts of the Russian Federation”
The bill is aimed at improving legislation in the field of geodesy, cartography, and spatial data.
Government decision:
Approve the draft federal law “On Amendments to the Federal Law “On Geodesy, Cartography and Spatial Data and on Amendments to Certain Legislative Acts of the Russian Federation”” and submit it to the State Duma in the prescribed manner.
6. On amendments to the Resolution of the Government of the Russian Federation dated June 19, 2012 No. 607 (in the part concerning amendments to the Regulations on the Ministry of Sport of the Russian Federation)
The draft resolution is aimed at updating the powers of the Ministry of Sport of Russia in the area of preventing doping in sports and combating it.
Government Decision:
To adopt the draft resolution of the Government of the Russian Federation on this issue.
7. On the draft federal law “On Amendments to Article 234 of Part One of the Civil Code of the Russian Federation”
The bill is aimed at eliminating the uncertainty of the regulatory content of paragraph 3 of Article 234 of the Civil Code.
