Chairman of the Government Mikhail Mishustin approved the list of instructions following meetings on the development of tourism and the hospitality industry. The focus is on increasing the availability of qualified personnel in the industry, as well as on improving the accessibility of tourist sites and the provision of necessary infrastructure.
Thus, the Ministry of Economic Development, the Ministry of Construction, the Ministry of Natural Resources, and the Ministry of Finance, together with the government of the Stavropol Territory, have been tasked with working out the issue of determining the needs for water supply and wastewater facilities for priority tourist investment projects in the Caucasian Mineral Waters region. This work should also be carried out as part of the list of measures for the comprehensive development of resort cities in the Caucasian Mineral Waters region until 2030, in appropriate volumes and possible sources of financing, including treasury infrastructure loans.
The report on the results is expected by the Government no later than November 2, 2027.
The Ministry of Transport, the Ministry of Energy, the Ministry of Natural Resources, and the Ministry of Construction, with the participation of the highest officials of the Vladimir, Ivanovo, Kostroma, Moscow, Nizhny Novgorod, Tver, Yaroslavl regions, and the city of Moscow, are to address the development of river berth infrastructure, as well as shore reinforcement, refueling stations, and related service infrastructure in the cities through which the national tourist route “Golden Ring” passes. Proposals on this matter should be submitted to the Government by November 2, 2026.
The Ministry of Transport and the Ministry of Natural Resources have been instructed to determine the mechanisms for implementing measures aimed at improving the transport accessibility of federally protected natural areas by February 1, 2027.
The Ministry of Digital Development and the Ministry of Natural Resources must ensure by December 1, 2027, the connection of federal state budgetary institutions managing national parks under the Ministry of Natural Resources to the online permit service for visiting specially protected natural areas through the unified portal of state and municipal services.
Regarding the staffing of the tourism and hospitality sector, the Ministry of Economic Development, together with the Ministry of Science and Higher Education, must prepare by December 1, 2026, a list of representatives from key industry associations and organizations in the sector who will be involved in designing the consolidated group of specialties and training directions “Hospitality, service, and provision of services.”
By the same deadline, the specified ministries, with the participation of the Ministry of Education, have been instructed to work out the issue of conducting, starting from 2027, advanced training activities for teachers and vocational training masters of specialized disciplines in the field of service and tourism in vocational schools, colleges, and universities. And with the participation of the Ministry of Labor – to organize internships for workers in secondary vocational and higher education on training areas in the field of service and tourism on a systematic basis.
By November 30, 2028, the Ministry of Science and Higher Education and the Ministry of Education will need to update and approve the federal state educational standards for higher education and secondary vocational education in the field of tourism.
Another instruction from Mikhail Mishustin concerns the development and approval of the professional standard “Specialist in the Formation, Promotion, and Implementation of Tourist Products.” The task is assigned to the Ministry of Labor and the Ministry of Economic Development. Industry participants, industry associations, scientific and educational organizations, and representatives of the expert community will be involved in solving this task. The deadline for this instruction is November 2, 2027.
A meeting on tourism development took place in August 2026 as part of the Prime Minister’s working trip to Altai. As noted by Mikhail Mishustin, the contribution of tourism and the hospitality industry to GDP has been increasing in recent years. According to last year’s results, it exceeded 3%, and by 2030 it should reach at least 5%.
“A lot has been done for the domestic tourism industry. But to ensure its stable and dynamic development, of course, much more still needs to be done so that people travel comfortably and with pleasure across our beautiful country,” emphasized the Chairman of the Government.
