First Deputy Prime Minister Denis Manturov, Deputy Prime Minister Alexander Novak, and Deputy Prime Minister – Head of the Government Office Dmitry Grigorenko held another meeting of the subcommission on ensuring the uninterrupted functioning of certain sectors of the economy.

At the recent meeting, participants discussed issues of sustainable functioning of the fuel market, including matters of protecting fuel and energy sector facilities.

Representatives of federal and regional authorities participated in the event.

“Federal ministries and regional authorities must facilitate the construction of facility-specific protection to the maximum extent. The same applies to the issues of restoring affected plants. At the same time, we must look beyond the work of individual refineries. The reliability of processing and fuel supply directly affects transport, agriculture, industry, northern deliveries, housing and communal services, and the overall functioning of the economy. I ask you to pay special attention to additional measures for protecting and reserving processing capacities, ensuring repair resources, and reducing refinery recovery times,” emphasized Denis Manturov.

The First Deputy Prime Minister placed particular emphasis on the need to complete work on the creation of digital monitoring of the fuel balance, which will allow seeing the real demand of the regions for fuel and promptly redistributing volumes.

Alexander Novak talked about the Government’s measures to support the stability of the domestic fuel market. He noted that government acts were adopted to ban the export of automotive gasoline, diesel fuel, and aviation kerosene, changes were made to the Tax Code to create conditions for fuel imports. Also, a decree of the President of Russia and a Government resolution were adopted, which temporarily allowed the production, circulation, and sale of class K2, K3, and K4 fuels at gas stations. In some regions, there are no vertically integrated company networks. In these regions, regional operators were appointed to implement petroleum products through networks of independent gas stations, through which vertically integrated companies can directly supply fuel under the control of regional authorities. The FAS (Federal Antimonopoly Service) is working to stop violations of antimonopoly legislation and unjustified price increases.

“Since October of last year, a headquarters for stabilizing fuel supply for the economic sectors and regions has been operating within the Government, and our main goal is to monitor the current situation in the domestic petroleum products market, as well as to develop and implement measures at the federal, sectoral, and regional levels aimed at supporting the domestic market and priority areas such as agricultural work, northern deliveries, air transportation, assistance to regions in cases of specific difficulties. And certainly, monitoring the situation with prices at oil refineries, exchanges, and gas stations is important,” noted Alexander Novak.

At the meeting, the heads of the largest vertically integrated companies reported to the Government leadership on the measures taken and planned to ensure the sustainable functioning of the fuel market.
