The government has approved a new procedure for selecting especially significant projects. These are key initiatives for the refinement and implementation of domestic IT solutions aimed at substituting imported foreign software in key sectors. Companies can receive grant funding for their implementation ranging from 50 to 80% of the project costs. The grant amount may be from 100 million to 2 billion rubles for a period of up to four years (the grant issuing operator is RFPRIT). The development of the IT market and import substitution of IT solutions is overseen by the Deputy Prime Minister – Head of the Government Office, Dmitry Grigorenko.
As part of the new wave, the criteria for project selection and the terms of grant issuance were changed. In particular, now solutions based on Russian artificial intelligence technologies can apply for a grant of up to 80% of the project cost (previously, the maximum grant amount could not exceed 50% of the total project cost). When evaluating such projects, the predicted results will be taken into account: the more parameters for which efficiency and scalability growth are expected, the higher the scores the solution will receive. In addition, the share of state co-financing for particularly significant projects will increase for enterprises in the military-industrial complex.
The main priority within the competition remains projects with high replication potential (IT solutions that can be scaled across the entire industry), as well as solutions with the highest projected revenue. However, according to the new conditions, participants will be able to choose one of two commitments when submitting an application – ensuring revenue of at least 110% of the grant or ensuring the replication of the solution by at least three companies (within five years after the project completion). For consortia (an association of companies co-financing the joint development of a solution for shared use), there is an obligation to implement the solution in all participating companies.

We have emphasized priority support for artificial intelligence projects. This is due to the need for large-scale implementation of AI technology in various fields, as it allows for a multiple increase in productivity and process efficiency. At the same time, we continue to pay special attention to evaluating the scalability of particularly significant projects, since these indicators reflect the actual market demand for a particular solution. Our task is to support projects that are in demand by the largest number of companies,” noted Dmitry Grigorenko.
In addition, extra points in project evaluations are awarded to solutions that can be applied to critical information infrastructure facilities, as well as to open-source developments. The latter criterion is important for promoting the replication of solutions across various fields.
Currently, there are about 200 especially significant projects in Russia, 128 of which have already been completed.
