The city approved the project comprehensive territorial development (CRT) residential development in the Fili-Davydkovo district of the Western Administrative Okrug. This was reported by the Minister of the Moscow Government, head of the city’s Department of Urban Planning Policy Vladislav Ovchinsky.
“The capital has approved another comprehensive residential development project aimed at renewing the aging property stock and contributing to the improvement of Moscow residents’ living conditions. Thus, a 1.15-hectare site on Minskaya Street, with three five-story buildings located there, will be reorganized, two of which will be resettled according to renovation program, and the third — building 15, block 1 — as part of the KRT residential development. Most residents voted in favor of including the building in the project. The relocation process will be regulated by guarantees enshrined in a normative legal act of the Moscow Government. Residents of these three buildings will be able to move into new modern apartments within their own district,” said Vladislav Ovchinsky.
The site includes the territory where the buildings are located at the address: Minskaya Street, house 17; house 13, building 2, house 15, building 1.
By order of the Mayor of Moscow resettlement program for residents The scale and speed of renovation from dilapidated housing are being increased. Currently, it affects more than five thousand old buildings. Properties that were not included in the renovation program in 2017 can be resettled through the residential development CRT mechanism. Houses selected for such projects are mainly those whose residents have appealed to the city asking to participate in the renovation program, as well as buildings that may soon become unfit for habitation. The first pilot CRT residential development project on Garibaldi Street in the Cheremushki district was approved by the city in December 2025 following a vote by residents.
As part of the CRT program, attractive urban spaces are created in former industrial zones and inefficiently used and undeveloped areas, which are organically integrated into the city-wide environment. Currently, in the capital, more than 470 complex territory development projects with a total area of over 4.7 thousand hectares are at various stages of design and implementation. The program are implemented on the instructions of Sergey Sobyanin.
