Deputy Prime Minister Dmitry Patrushev held a meeting on measures to support agricultural producers. The Minister of Agriculture Oksana Lut, representatives of the Ministry of Economic Development, Ministry of Finance, the Bank of Russia, the Federal Tax Service, the Federal Antimonopoly Service, and other interested agencies and organizations participated in it.

“The harvest campaign continues in Russia. So far, 113.5 million tons of grain have been collected. This significantly exceeds last year’s figures. Overall, we can expect very good volumes. At the same time, winter sowing will gain momentum in the coming weeks. It is very important that there are no disruptions here, as this is the foundation of the 2027 harvest,” said Dmitry Patrushev.

The Deputy Prime Minister noted that in the current situation it is necessary to additionally support agricultural producers so that the autumn fieldwork proceeds as planned.

“First of all, it is imperative to avoid oversupply in grain-producing regions. In this regard, issues of optimizing the logistics of agricultural products are under special control by the Government of Russia. Among other things, a set of special instruments has been developed, some of which are already being implemented. Firstly, at the end of August, about 10 billion rubles were additionally allocated to subsidize railway transportation of agricultural products from regions with traditionally high harvest volumes. Secondly, a number of decisions have been prepared in the area of customs and tariff regulation. For example, until the end of the year, the payment of export duties on cereals will be suspended. And the maximum rate of duties on vegetable oil and meal is fixed at the level of August 2026,” said the Deputy Prime Minister.

The Deputy Prime Minister added that a set of additional measures has been formed to support agricultural producers. Thus, the Government is determining the amount of per-hectare financial support for farmers to partially compensate for the costs of winter sowing. It is also planned to extend short-term concessional loans and preferential leasing agreements to grain producers from regions where the harvested volumes significantly exceed consumption.

In addition, the introduction of a temporary moratorium on the bankruptcy of agricultural producers is being discussed, as well as preserving their status as agricultural producers even in the event of a forced lack of grain sales.

The Government is also considering the possibility of conducting state procurement interventions. This mechanism is aimed at stabilizing domestic prices for cereal crops and assisting farmers in product sales.

Dmitry Patrushev emphasized that the specified set of measures should contribute to maintaining a stable situation in the industry.
